Question 1 (Ballot Question 2J) and Question 4 (Ballot Question 2M)
The proposed changes to Section 3.1 and 8.1.c. of the Town Charter are in response to House Bill 13-1060, which expands the jurisdiction of municipal courts to impose a fine of up to $2,650 for violations of a municipal ordinance. For the reason that Section 3.1 and 8.1c. of the Town Charter limit fines to $1,000, the Parker Municipal Court is not allowed to impose fines in excess of $1,000, unless the Charter is amended. The proposed amendment would authorize the Town Council to establish the amount of fines by Town ordinance.
Question 2 (Ballot Question 2K), Question 3 (Ballot Question 2L) and Question 5 (Ballot Question 2N)
The changes proposed to Section 3.8 and 7.5(e) of the Town Charter and the adoption of a new Section 15.20 to the Town Charter are to allow the Town Council to determine by ordinance the type of public notice and publication to be used for Town Council special meetings, agendas for meetings and public notice. The purpose of these changes is to allow the Town Council the flexibility to use not only the traditional methods of notice, but allow use of the Town’s website, social media and other methods that are developed in the future.
