Items Approved on First Reading on May 21
- Motion for Reconsideration by Vista South, LLC and Mountain Waste-South Metro, LLC
In response to Town Council’s April 16 approval of Annexation and Zoning ordinances for the Compark-area Grasslands/Prairie Trail property that is generally bound by the Douglas-Arapahoe County line, Upland Drive, Prairie Trail Drive and Compark Boulevard, the property owners, Vista South, LLC and Mountain Waste-South Metro, LLC filed a Motion for Reconsideration. Town Council voted to take the motion under advisement and will defer on making a decision until a special meeting on June 11.

- Kings Point Way Vertical and Horizontal Grade
The Town plans to begin the construction of Kings Point Way north of Cottonwood Drive in 2018. Since this is a new Town roadway, it was necessary to establish the vertical alignment, the horizontal alignment and the grade for this roadway. Based on additional design effort by adjacent development, the profile of this roadway that was established in 2017 needs to be adjusted, and Town Council approved these adjustments through this ordinance.

- Unauthorized Camping on Public Property
The Town has seen an increase in urban camping. Currently, the only ban on camping in the Town of Parker is on “park lands,” which include “all public recreation lands, waters or facilities owned, leased or operated by the Town.” Problems that the Town has encountered with urban camping on public property is the outdoor storage of personal belongings not only in Town open space, but in other public areas of the Town. This approved ordinance addresses camping on public property and provides that no citations will be issued for camping until a warning is given and there is no compliance. The ordinance also makes it unlawful for anyone to sit, kneel, recline or lie upon the public right-of-way during high traffic times; again, no citations will be issued until after a warning is given and there is no compliance.

Items Approved on First Reading - Second Readings Scheduled for June 18
- Sales Tax on Qualified Nonprofit Organizations
The Town would like to create a fair and rational basis for exempting charitable organizations from Town sales tax. Ordinance No. 8.28.6 would amend Section 4.03.200(a) of the Parker Municipal Code and add the following exemptions: “(46) All sales made to, billed directly to, and paid directly by, a qualified nonprofit organization.”

- Sales Tax on Gas and Electric Service
The proposed ordinance amendment would add gas and electric service and the sale and purchase of electricity or gas for industrial use to the list of goods and services that are exempt from sales tax.

- Compliance of New Construction with Public Utility Regulations
The Parker Water and Sanitation District contacted the Town after the first of the year seeking assistance in enforcing violations of the District’s rules and regulations by developers/contractors. A pair of proposed ordinances would authorize the Town to enforce violations by developers/contractors of the rules and regulations of the water and sewer providers that serve the Town by the issuance of stop work orders. The Town would also gain authorization to withhold building permits for projects that are not in compliance with all applicable public utility requirements and regulations.

- 2018 Coordinated Election
The Town is required to enter into an intergovernmental agreement in order participate in a coordinated election in 2018 with Douglas County.

Motions, Contracts, Resolutions, Proclamations
- Sign Code Relaxation for Certain Downtown Events
Each year, the Town temporarily waives certain sign code requirements for downtown Parker where the community event causes street closures limiting access to businesses. This situation occurs during the annual Parker Days Festival, Trick or Treat on Mainstreet and the Christmas Carriage Parade. To mitigate the impact of street closures, the Town relaxes the sign code to allow additional signage for a limited period that increases visibility and encourages patronage of affected businesses.

- Contracts Over $100,000
One contract over $100,000 was approved by Town Council:
1. A trade contractor agreement with Oak Environmental for demolition of buildings on the Town-owned Pine Curve property in the amount of $158,744. The project includes asbestos abatement, demolition and site restoration of the two former residences located on the property.
