- Legal Age for Tobacco or Vapor Products
Town Council passed an ordinance that updates the Parker Municipal Code to be consistent with the changes to Federal law that went into effect on Dec. 20, 2019, making it illegal to sell tobacco products to any individual under the age of 21.

- Cherry Creek Interceptor Project
This proposed ordinance proposes the dedication of sanitary sewer main easements to Parker Water and Sanitation District (PWSD) over Town-owned properties. These easements are being requested for construction of a major sanitary sewer main known as the Cherry Creek Interceptor project that will stretch 2.5 miles between PWSD’s South Water Reclamation Facility, located in the Joint-Use Facility off Twenty Mile Road, and the North Water Reclamation Facility, located on Woodman Road. The proposed alignment for this new line will generally follow Cherry Creek in order to avoid extensive disruptions to Town roadways. Much of this alignment crosses Town-owned open space parcels or drainage facilities, over which PWSD is requesting approximately four acres of sanitary sewer main easement.

This proposed ordinance would amend the Parker Municipal Code to provide a process for enforcement action to be taken when vehicles, that are considered to be abandoned vehicles, are parked long-term in public parking lots. The proposed amendments would add a definition for vehicles “abandoned on a public parking lot,” include sections related to vehicles abandoned on a public parking lot under prohibited acts, and provide a 24-hour timeline subsequent to a notice of violation under these Sections before enforcement action is taken. An additional amendment would also allow for the Chief of Police, or designee, to make a determination when a major weather-related event has created an exception to the stated timelines.
Approved 5-0 (In Favor: Diak, Lewis, Poage, Rivero, Toborg) - Lemon Gulch Drainage and Flood Control Improvements
The Town and the Mile High Flood District (MHFD) are jointly managing the design and construction of the fee-in-lieu capital improvement project to stabilize Lemon Gulch downstream of Crowfoot Valley Road. This proposed amendment to the existing intergovernmental agreement (IGA) between the Town and the MHFD is necessary to provide additional funds from both entities to the capital improvement project. Additional funds are necessary to account for the reconfiguration of the upstream and downstream tie-in drop structures, as well as to pay for administrative and inspection services during the full length of construction. Reconfiguration of the tie-in points were crucial to ensure additional stress was not incurred on the existing system before the upstream and downstream reaches can be stabilized.

Motions, Contracts, Resolutions, Proclamations, Agreements
- Transit Shelter Agreement - Third Amendment
Town Council approved a temporary extension of the existing transit shelter agreement with Outdoor Promotions, LLC, from an expiration date of Feb. 29, 2020 to March 29, 2020. This temporary extension will maintain the existing contract in place for a short time to allow staff to update Town Council at the Feb. 24 Study Session and receive direction. The Town has had an agreement with Outdoor Promotions since 2000 that permit the company to build and maintain transit shelters at certain bus stops located within the Town limits. There are currently 21 bus shelters throughout Town that this vendor has built and maintained since 2000.

Under the Town Charter and the Parker Municipal Code, the Town Council is required to appoint a Mayor Pro Tem and Acting Mayor, as well as Town Council liaisons/ex officio members to certain boards and commissions. Joshua Rivero was appointed Mayor Pro Tem and Jeff Toborg as Acting Mayor. Town Council liaison appointments included: Cheryl Poage and Rivero as liaison officers for the Planning Commission; Poage and Renee Williams as liaison officers for the Special Licensing Authority; John Diak and Debbie Lewis (alternate) as the ex officio members of the Cultural and Scientific Commission; and Diak as the Town Council representative to the Investment Advisory Committee.

Board members and officers of the Greater Parker Foundation are appointed by Town Council by resolution. Council appointed Chery Poage as a board member and as the President and Secretary of the foundation, replacing Debbie Lewis, who formerly held the same positions.

One contract over $100,000 was awarded by Town Council:
1. A trade contractor agreement with All Phase Landscape for the Motsenbocker Road Shoulder Landscaping/Sanderos Creek project in the amount of $126,139.65. This project is related to the Motsenbocker Road Widening Project between the Todd Drive intersection and the Clarke Farms subdivision that was constructed in 2019.
