- Rezone Request - Dransfeldt Place Planned Development
Town Council approved the this proposed amendment to the Dransfeldt Place Planned Development (PD) zoning to permit certain light industrial uses as a use by right. The intent of this PD zoning amendment is to better align the permitted uses with the Parker 2035 Master Plan, which designates this area as part of the Light Industrial Character Area. The previous zoning for the subject property was adopted at annexation in 2008 and required a Use by Special Review approval for all industrial uses. This amendment will improve the zoning by reflecting the light industrial character of the area and better implementing the Master Plan designation for land use.

- Kilwins Parker Tax and Fee Assistance Program Agreement
Town Council approved a Tax and Fee Assistance Program Agreement with Euclid Avenue Chocolates Corp. (Kilwins Parker), which opened in downtown Parker in 2019. The agreement includes a 50% rebate of increased sales tax (not including Parks and Recreation taxes) for a period not to exceed three years and a maximum rebate not exceeding $25,000.

- Cherry Creek Interceptor Project
Town Council passed an ordinance approving the dedication of sanitary sewer main easements to Parker Water and Sanitation District (PWSD) over Town-owned properties. These easements were requested for construction of a major sanitary sewer main known as the Cherry Creek Interceptor project that will stretch 2.5 miles between PWSD’s South Water Reclamation Facility, located in the Joint-Use Facility off Twenty Mile Road, and the North Water Reclamation Facility, located on Woodman Road. The proposed alignment for this new line will generally follow Cherry Creek in order to avoid extensive disruptions to Town roadways. Much of this alignment crosses Town-owned open space parcels or drainage facilities, over which PWSD will receive four acres of sanitary sewer main easement.

- Lemon Gulch Drainage and Flood Control Improvements Additional Funds
The Town and the Mile High Flood District (MHFD) are jointly managing the design and construction of the fee-in-lieu capital improvement project to stabilize Lemon Gulch downstream of Crowfoot Valley Road. Town Council approved this amendment to the existing intergovernmental agreement (IGA) between the Town and the MHFD in order to provide additional funds from both entities to the capital improvement project. These funds are necessary to account for the reconfiguration of the upstream and downstream tie-in drop structures, as well as to pay for administrative and inspection services during the full length of construction. Reconfiguration of the tie-in points were crucial to ensure additional stress was not incurred on the existing system before the upstream and downstream reaches can be stabilized.

- Abandoned Vehicle Ordinance
Town Council passed an ordinance amending the Parker Municipal Code to provide a process for enforcement action to be taken when vehicles, that are considered to be abandoned vehicles, are parked long-term in public parking lots. The amendment adds a definition for vehicles “abandoned on a public parking lot,” include sections related to vehicles abandoned on a public parking lot under prohibited acts, and provide a 24-hour timeline subsequent to a notice of violation under these Sections before enforcement action is taken. An additional amendment allows for the Chief of Police, or designee, to make a determination when a major weather-related event has created an exception to the stated timelines.

- Brandy Gulch Drainage and Flood Control Improvements Intergovernmental Agreement (IGA)
This proposed ordinance would result in the approval of an intergovernmental agreement (IGA) between the Town and Mile High Flood District (MHFD) to provide developer funds to MHFD for the required improvements to Brandy Gulch in the Lemon Gulch drainageway system located in the new Looking Glass residential development. The developer will be required to pay to the Town the full cost to construct these improvements in the upcoming subdivision agreements for the Looking Glass development, and this IGA proposes to pass these funds through to MHFD to allow the District to bid and construct the improvements. This arrangement benefits both the Town and MHFD by providing increased control over the project and the selection of the engineer and contractor.

- Cherry Creek at KOA Property Drainage and Flood Control Improvements IGA Amendment
This proposed ordinance would result in an amendment to the existing intergovernmental agreement (IGA) between the Town, Mile High Flood District (MHFD) and the Cherry Creek Basin Water Quality Authority (CCBWQA). This amendment would include additional funding for the complete construction of Reach C of the project, which is located between the McCabe Meadows trailhead and the KOA Tower property. This IGA was originally executed in 2017 to cover design costs and was amended once that same year to provide additional funding towards the construction of the project. This proposed amendment is anticipated to contribute all remaining funding needed for Reach C of the project.

- 2020 Town Budget Revisions
Budget adjustments for the current year budget are submitted to Council for consideration several times a year. This submission includes revisions to the following funds: General Fund, Parks and Recreation Fund, Cultural Fund, Recreation Fund, Public Improvements Fund, Stormwater Fund, Fleet Services Fund, Information Technology Fund, and the Facility Services Fund.

- Slope and Drainage Easement Conveyances
Two resolutions were passed by Town Council resulting in the acceptance of slope easement and drainage easement conveyances from the West Master Homeowners Association over a portion of Stroh Ranch Filing No. 17B. The slope easement is necessary to cover a roadway slope associated with the extension of Stroh Road west of Motsenbocker Road proposed with the Looking Glass development, while the drainage easement will cover a stormwater detention pond proposed to be constructed to serve the roadway extension.

- Town of Parker Policy Manual Updates
Town Council passed a resolution approving an update to the Town of Parker Policy Manual. This update, entitled “Telephonic Participation During Town Council Meetings,” will allow limited telephone participation (listening only) by Councilmembers for Study Sessions, but not regular or special meetings or executive sessions.

- Town of Parker Veterans Memorial Banner Program
Town staff, at the direction of Town Council, prepared a program to recognize and honor deceased residents who have served our country in the military. Each banner will honor one veteran and will include their name, branch, years of service and photo. Banners will be hung on Parker five-globe lamp posts at Living Wheel Park. The banners will be displayed from approximately May 1 though July 4 to commemorate the dedication of local veterans to our country. Town Council adopted the policy for this new program via resolution.

- Discovery Park Concert Series Alcohol Consumption
Town Council approved by resolution the authorization of possession and open consumption of alcohol during Parker Arts’ summer outdoor concert season in Discovery Park. The resolution allows for the consumption of any fermented malt beverage or malt, vinous or spirituous liquor in the park from 4 to 9 p.m. on the following dates in 2020: June 4, June 18, June 25, July 2, July 9, July 16, and July 23 and July 30.

- Town of Parker Administrative Organization Plan
Town Council approved by resolution the Town Administrator’s proposed amendments to the Town’s Administrative Organization Plan. The amended plan moves the oversight of the Cultural Department to the Deputy Town Administrator. With the Deputy Town Administrator position now filled and no longer an interim position, there is more capacity for oversight of Cultural Department. It also provides for better alignment of the departments and functional areas.

- Contracts Over $100,000
Two contracts over $100,000 were awarded by Town Council:
1.) A trade contractor agreement with Penhall Company for the 2020 Townwide Diamond Grind and Joint Seal Program in the amount of $762,736.06. This program will include diamond grinding and joint saw and resealing of the concrete roadway surface of Hilltop Road from Parker Road to Narrow Pine Parkway.
2.) A contract with CentralSquare/TriTech in the amount of $192,104.90 for software support and maintenance of the CentralSquare Enterprise CAD (Computer-Aided Dispatch) for Parker Police Department and Lone Tree Police Department under the IGA between the two entities. This software suite allows for Dispatch/911 and Patrol units to communicate effectively and use the Records Management Systems to collaborate on various reports for data collection, workflows and real-time reporting, enhancing Police reporting capability internally and externally.
