Public Hearings

  • Parker Pointe Filing No. 1 - Minor Development Plat and Subdivision Agreement
    Town Council approved a Minor Development Plat and Subdivision Agreement for Parker Pointe Filing No. 1, located at the southeastern corner of the intersection of Parker Road and Stroh Road. The plan includes 15 lots for future commercial use and two tracts that will be dedicated to the Town to preserve as Open Space along Kinney Creek at the southern limit of the property. Town Council originally approved applications for a Minor Development Plat and Subdivision Improvement Agreement on March 18, 2019. However, the property owner did not execute the MDP and SIA, so the approval expired due to inactivity.

  • Brandy Gulch Drainage and Flood Control Improvements Intergovernmental Agreement (IGA)
    Town Council approved an intergovernmental agreement (IGA) between the Town and Mile High Flood District (MHFD) to provide developer funds to MHFD for the required improvements to Brandy Gulch in the Lemon Gulch drainageway system located in the new Looking Glass residential development. The developer will be required to pay to the Town the full cost to construct these improvements in the upcoming subdivision agreements for the Looking Glass development, and this IGA proposes to pass these funds through to MHFD to allow the District to bid and construct the improvements. This arrangement benefits both the Town and MHFD by providing increased control over the project and the selection of the engineer and contractor.

  • Prairie Dog Management
    Town Council has been considering policy alternatives to address wildlife management since mid-2019. This approved Parker Municipal Code amendment will provide additional guidance and standards about the management of prairie dogs in connection with applications for development. Applicants will be encouraged to relocate prairie dogs and partner with non-profit conservation and public interest groups for their removal. The ordinance requires the use of humane means of extermination if relocation is infeasible or prohibited.

Appeal of Planning Director Determination

  • Crown Point Center Use by Right Appeal
    Transmark Company, the owner of a lot located within a planning area of the Crown Point Center, disagreed with the determination of the Community Development Director concerning the use of the lot. The owner requested approval to locate a 1,300-square-foot Avis/Budget rental car location on the lot, and the Community Development Director determined that the use was not listed as a Use by Right within the Commercial/Office/Hotel District. As allowed by the Development Guide, the applicant has the right to appeal the decision directly to Town Council should they disagree with it. Town Council found that the use of the lot as requested by the owner is not listed as a Use by Right within the district.

  • Parker Animal Hospital Use by Special Review Request
    Parker Animal Hospital, which is located on the west side of Parker Road between Parkglenn Way to the north and Mountain Man Drive to the south, wishes to expand its facility and the services offered to include the boarding and daycare of dogs and cats. The applicant has submitted a Use by Special Review request to obtain approval to offer these services within its existing building.

  • Cottonwood Fence Construction and Maintenance Intergovernmental Agreement
    An intergovernmental agreement has been proposed between the Town and the Cottonwood Metro District concerning conveyance of the Cottonwood Trailhead (Tract C - Cottonwood Filing #8) to the Town and new fence construction/maintenance adjacent to the south side of Cottonwood Drive between Cherry Creek and the Cottonwood Way intersection. Under the agreement, the Town would accept conveyance of the Cottonwood Trailhead and cover construction costs for new fencing along the south side of Cottonwood Drive between Cherry Creek and the Cottonwood Way intersection as part of the Cottonwood Drive Widening Project. Long-term maintenance of the fence will be the responsibility of the adjacent property owners following construction.

Motions, Contracts, Resolutions, Proclamations, Agreements

  • Sign Code - Parker Days, Trick or Treat on Mainstreet, Christmas Carriage Parade
    Town Council approved a resolution that will temporarily waive certain sign code requirements when an approved community event (Parker Days, Trick or Treat on Mainstreet and the Christmas Carriage Parade) causes street closures limiting access to businesses. To mitigate the impact of street closures, the Town relaxes the sign code to allow additional signage for specified dates and times during the event to increase visibility and encourage patronage of affected businesses.

  • Contracts Over $100,000
    Two contracts over the amount of $100,000 were awarded by Town Council:

    1. A trade contractor agreement with SaBell Civil and Landscape for the Auburn Hills Park Improvements Project in the amount of $1,145,410. The project, which will receive mitigation funding through the Pawnee Daniels Park Transmission Project, will feature the following improvements made to this community park: a new and expanded playground area; additional landscaping including trees, shrubs and perennials; addition of a small turf field just north of the current playground area; resodding of the soccer field at the northern end of the park; soft-surface trail connections across the existing PSCo right-of-way; realignment of the current East/West Trail through the park; drainage improvements; irrigation improvements; and incidental electrical work.

    2. A contract with CentralSquare Enterprise CAD (Computer Aided Dispatch) for software support and maintenance services for the Parker Police Department and Lone Tree Police Department in the amount of $192,104.90. This software suite allows for the Dispatch/911 and Patrol Divisions to communicate effectively and use the Records Management System to collaborate on various reports for data collection, workflows and real-time reporting, in turn enhancing the Police Department’s reporting capability internally and externally.
