[ARCHIVED] Town Council Meeting Update - May 4

Town Council Meeting Update

Want to know what happened at the most recent Town Council Meeting? We have you covered! Recaps will be posted on ParkerOnline.org each Wednesday following that week’s Town Council Meeting.

PUBLIC HEARINGS AND SECOND READINGS

Public Hearings

  • Rezone Request - Mark Six Business Subdivision Property
The subject property, Mark Six Business Subdivision, is a developed property located on Clarke Road east of Dransfeldt Road. The applicant, John Kopasz, submitted an application to rezone the Mark Six Office/Warehouse Condominiums from C-Commercial to LI-Light Industrial. The intent of the rezoning application, which was approved by Town Council, is to allow light industrial uses consistent with the Parker 2035 Master Plan. The proposal responds to and takes the character of this area, which is predominantly light industrial in nature, into account.
Approved 6-0 (In Favor: Diak, Lewis, Poage, Rivero, Toborg, Williams)

  • Development Excise Tax Credit - Regional Recreational Trails and Facilities
Last year, Town Council adopted an ordinance imposing impact fees on development within Parker. The imposition of these fees by the Town also included provisions for impact fee credits, including credits for recreational trails and facilities that were regional in nature. At that same time, Town Council also adopted an ordinance that would repeal the impact fee ordinance if the voters approved an increase in the development excise tax at the November election. Parker electors did approve that excise tax increase, and as a result the impact fee ordinance was repealed. Town Council approved this ordinance that amends the Parker Municipal Code to provide for a credit to the residential development excise tax for regional recreational trails and facilities. The credit is structured almost identically to the one that was provided for under the previous impact fee ordinance, although the definitions have been revised to more specifically address what types of trails and facilities will qualify for the credit.
Approved 6-0 (In Favor: Diak, Lewis, Poage, Rivero, Toborg, Williams)

  • Town Emergency Meetings - Planning Commission / Special Licensing Authority
The Parker Code authorizes the Town Council to conduct meetings by telephone, electronically or by other means of communication when meeting in person is not prudent due to a health pandemic or other extraordinary emergency affecting the Town. This section of the Code does not provide the same authority to the Planning Commission or the Special Licensing Authority. Town Council approved this ordinance that extends the authority to the Planning Commission and the Special Licensing Authority to address the Town’s business during a health pandemic or other extraordinary emergencies.
Approved 6-0 (In Favor: Diak, Lewis, Poage, Rivero, Toborg, Williams)

CONSENT AGENDA

First Readings - Second Readings Scheduled for May 18

  • 2020 Budget Revisions
The Town of Parker’s General Fund, along with several other Funds, are highly dependent upon sales tax revenue. The responses to the COVID-19 virus, along with the high probability of a recession and unemployment, will also impact the Town’s sales tax revenue. In addition, the Town will incur expenses related to the COVID-19 virus that were not anticipated in the 2020 Budget and may, or may not, be partially reimbursed by FEMA. Town staff has proposed budget reductions in the amount of $13 million, which equates to 25% of the total budget, for the rest of 2020. This item has been scheduled for public hearing before Town Council on May 18, 2020.
Approved 6-0 (In Favor: Diak, Lewis, Poage, Rivero, Toborg, Williams)

  • Cherry Creek South Metropolitan Districts No. 4-11
In October 2004, the Town Council approved a Consolidated Service Plan for Cherry Creek South Metropolitan District Nos. 2 – 11. At the time of Town approval of this Service Plan it was anticipated that the metro districts would collectively undertake the financing and construction of the public improvements. However, as a result of the sale of the property to differing interests with differing development plans, it is no longer feasible or practicable for these districts to operate under the original service plan. In 2016, the Town Council approved an amended and restated consolidated service plan for District Nos. 2 and 3, and they operate independently from District Nos. 4-11. District Nos. 4- 11 have submitted an application to amend and restate their service plans (one for District Nos. 4-6; one for District Nos. 7-9 and 11; and one for District No. 10), which will be scheduled for public hearing before Town Council on May 18, 2020. These plans are submitted and processed under the recently approved metropolitan district policies.
Approved 5-0 (In Favor: Diak, Lewis, Rivero, Toborg, Williams; Recused: Poage)

Motions, Contracts, Resolutions, Proclamations, Agreements

  • Transit Shelter Agreement
Town Council approved a new agreement with Outdoor Promotions of Colorado, LLC to construct and maintain transit shelters at designated bus stops located throughout the Parker community. The Town has contracted with Outdoor Promotions of Colorado for these services since 2000 and has found that the company has performed in a satisfactory manner in managing the existing 21 transit shelters located throughout Parker.
Approved 6-0 (In Favor: Diak, Lewis, Poage, Rivero, Toborg, Williams)

  • National Public Works Week
Town Council made a proclamation stating that the week of May 17 through 23, 2020, will be National Public Works Week in Parker.
Approved 6-0 (In Favor: Diak, Lewis, Poage, Rivero, Toborg, Williams)
