2020 Budget Revisions
The Town of Parker’s General Fund, along with several other Funds, are highly dependent upon sales tax revenue. The responses to the COVID-19 virus, along with the high probability of a recession and unemployment, will also impact the Town’s sales tax revenue. In addition, the Town will incur expenses related to the COVID-19 virus that were not anticipated in the 2020 Budget and may, or may not, be partially reimbursed by FEMA. Town staff has proposed budget reductions in the amount of $13 million, which equates to 25% of the total budget, for the rest of 2020. Town Council approved the budget revisions via this ordinance.

Cherry Creek South Metropolitan Districts No. 10
In October 2004, the Town Council approved a Consolidated Service Plan for Cherry Creek South Metropolitan District Nos. 2 – 11. At the time of Town approval of this Service Plan it was anticipated that the metro districts would collectively undertake the financing and construction of the public improvements. However, as a result of the sale of the property to differing interests with differing development plans, it is no longer feasible or practicable for these districts to operate under the original service plan. In 2016, the Town Council approved an amended and restated consolidated service plan for District Nos. 2 and 3, and they operate independently from District Nos. 4-11. District Nos. 4- 11 have submitted an application to amend and restate their service plans (one for District Nos. 4-6; one for District Nos. 7-9 and 11; and one for District No. 10), which will be scheduled for public hearing before Town Council on June 1, 2020. These plans are submitted and processed under the recently approved metropolitan district policies.

- Cottonwood Drive Widening Project - Temporary Construction Easement Acquisition
The Town is planning to begin construction on the Cottonwood Drive widening/improvement project between Jordan Road and Parker Road in the second half of 2020. Due to continued growth in the area, the traffic on Cottonwood Drive has reached a point that it needs to be widened as originally planned in the 1980’s to the ultimate four-lane configuration. The Town has identified an additional five temporary construction easement areas that are needed to construct the proposed roadway improvements that are outside the easement areas already acquired. Although the proposed roadway improvements are within existing Town owned right-of-way, temporary construction easements are needed to properly construct the improvements. Town staff will utilize good faith negotiations with the affected property owners and is optimistic that the adjacent property owners will grant these needed temporary easements at no cost to the Town.

- Public Rights-of-Way — Safety Clarifications
Section 8.07.110 of the Parker Municipal Code is focused on providing safe passage on public rights-of-way. In an effort to clarify the intent of this Code section, language is being added to include specific terms already defined in the Code, as well as to further focus on the safety concerns which are caused when there is an interference with the safe passage of pedestrians, bicycles or vehicles on a public right-of-way.

- Parker Administrative Code
This ordinance, if approved by Town Council, would adopt by reference a new edition of the Parker Administrative Code. The new edition Code removes the specific permit fees from Section 304.1 and instead references that fees will be established by Town Council resolution.

- Development-Related Application Fees
The Town initiated a development-related user fee study to understand the full cost of providing development-related services. Such an analysis had not been conducted for the Town in over 10 years. The results were used to inform cost recovery policy decisions. Development-related user fee studies are considered a municipal government best practice in establishing a sustainable user fee program to identify what costs should be user fee supported versus general tax subsidy. The final report assumes 100% cost recovery of personnel, the largest cost to the Town, as well as other overhead and long-term planning related costs. In addition to utilizing the cost recovery analysis, staff also compared the derived cost recovery fees to neighboring jurisdictions to determine the cost recovery policy. This ordinance, if approved by Town Council, would amend Section 13.01.080 of the Land Development Ordinance to provide that application fees shall be established by resolution. The resolution establishing those fees will be presented at the June 1, 2020, Town Council Meeting.

- Greater Parker Foundation Donations
Donations raised through the Greater Parker Foundation are passed to the Town of Parker as they are received and used by the Town for the specific purpose of the donation. Town Council passed this resolution formalizing the Town’s acceptance of the donations that were given to the Town for years 2016 through 2019 according to Section 15.7 of the Town of Parker Home Rule Charter.

- Discovery Park Public Alcohol Possession and Consumption - Resolution Rescission
Town Council passed a resolution rescinding the resolution previously passed on March 2 authorizing the possession and consumption of alcohol in Discovery Park during the 2020 summer concerts. Due to the COVID-19 pandemic, large gatherings, such as the summer concerts, are prohibited.

- Contracts Over $100,000
One contract over the amount of $100,000 was awarded by Town Council:
1. A contract with Dell, Inc. in the amount of $529,784.49 for the licensing and support of all Microsoft products the Town uses on a daily basis for three years. This includes the Town’s email system, server and workstation operating systems.
