Public Hearings

Hess Ranch Planned Development Amendment
Town Council approved an ordinance amending the Hess Ranch Planned Development (PD) zoning for Segment 2A and future phases of the project. The amendments are necessary to support a dendritic design approach to stormwater management, realign the location of Stroh Road to the common boundary with Anthology North and comply with the 2019 Partial Waiver Resolution approved by Town Council. The Partial Waiver Resolution requires that the planning areas at the intersection of Chambers Road and Stroh Road be rezoned to require that at least one-third (1/3) of the developable land be used for future commercial development.

Olde Town at Parker Planned Development Amendment
Town Council approved an ordinance amending the Olde Town at Parker Planned Development (PD) zoning to permit single-family attached housing (townhomes) on an additional 12.16 acres. This request was the applicant’s response to the Town Council denial of its previous PD zoning application in July 2020 for a residential development with single-family attached housing (townhomes) and multi-family housing (condominiums). The applicant revised the proposal by eliminating multi-family housing (condominiums).

Chase Bank
Town Council approved a request to allow development of a bank with a drive-through facility for an ATM/ITM and a Minor Development Plat to create one (1) 0.613-acre commercial lot at the southwest corner of the intersection of Parker Road and Mainstreet. The bank will replace an existing abandoned, vacant gas station on the site. Three separate items were approved by Council: a Use by Special Review request, a Minor Development Plat and a Subdivision Agreement.

2021 Property Tax Mill Levy Certification
Town Council approved an ordinance to certify a mill levy to Douglas County prior to Dec. 15 in order to collect property taxes for the 2021 budget year. This ordinance sets a mill levy of 2.602 mills, the same figure as from the prior year. The Town cannot increase the mill levy without a vote of the citizens; therefore, the mill levy will continue to remain 2.602 mills.

April 20, 2021 Special Election
Town Council passed a resolution calling for a special election to be held on April 20, 2021 to fill the current vacancy on Council formerly held by Renee Williams, who resigned her position in September.

Resolution Opposing CDPHE Move of Douglas County to COVID-19 Dial Level Red
Town Council passed a resolution stating its formal opposition to the Colorado Department of Public Health and Environment’s decision to move Douglas County from the state’s COVID-19 Dial (the “Dial”) Level Orange to Level Red. Level Red restrictions completely shut down indoor dining at restaurants, significantly impacting the survival of the Town’s restaurants and their ability to provide needed jobs with the Town of Parker, particularly during this critical holiday season. The resolution formally declared the Town’s opposition to the state’s decision and demanded that the state reverse this unsustainable decision and reopen indoor dining in Douglas County to Level Orange or less restrictive level on the COVID-19 Dial.

CONSENT AGENDA

Drainage Easement Conveyance Acceptance
Town Council passed a resolution accepting conveyance of a drainage easement to allow for the construction of a drop structure as a part of the Lemon Gulch at Looking Glass Fee-in-lieu drainage way improvements project. This project is being funded 100% by the developer at no cost to the Town or Mile High Flood District (MHFD). The conveyance from Curtis M. McQueen covers a portion of the Southeast Quarter of Section 4, Township 7 South, Range 66 West of the 6th Principal Meridian.

Trails at Crowfoot Filing Nos. 11, 12 and 13 Final Plat Extension
Town Council passed a resolution approving a request from applicant E5X LLC for an extension of the recordation date of the Trails at Crowfoot Filings 11, 12 and 13. These final plats are in compliance with the Sketch and Preliminary Plans, approved on May 3, 2018, but not yet recorded. Filing 11 will create 58 single family residential lots, Filing 12 will create 16 single family attached lots and Filing 13 will create 51 single family lots, all filings have reservations for required open space. The site is generally located on the east side of Crowfoot Valley Road about a mile south of Stroh Road. The applicant requested the additional time to allow for the construction of the Filing 9 main infrastructure improvements necessary to serve the remaining three filings.

Contracts Over $100,000
Two contracts over the amount of $100,000 were awarded by Town Council: 

1. A professional services agreement with Evolution Communications agency in the amount of $190,000 for assistance with purchase and placement of media for Parker Arts. The fee will be split among digital, print, social media, out of home, and SEO expenses, and includes media buying fees, which will be billed at an hourly rate.

2. A trade contractor agreement with T & M Construction, LLC in the amount of $720,048 for the Parker Road (SH83) and Mainstreet Turn Lane Improvements project. Work includes, but is not limited to, 1,300 square yards of concrete pavement and 450 square yards of sidewalk. In addition, there is also traffic signal installation and associated work included. The project location is on the southwest corner of the Parker Road and Mainstreet intersection and is being undertaken to improve operations at this intersection.

Colorado Gives Day Proclamation
Town Council passed a proclamation naming Dec. 8, 2020 Colorado Gives Day in the Town of Parker. Colorado Gives Day is the single, largest day of philanthropic giving each year in Douglas County and the State of Colorado.
