Temporary Signs Registration
This proposed ordinance would suspend the registration requirement for temporary signs for 30 days prior to and 15 days following the Town of Parker Special Election scheduled for April 20, 2021. Under the Parker Municipal Code, election signs are treated as temporary signs. The Municipal Code currently suspends the registration requirement for temporary signs between Oct. 1 and Nov. 15 of each calendar year in order to allow candidates to post election signs without registering the signs. The proposed ordinance would suspend the registration requirement for temporary signs between March 20 and May 1, to accommodate the special election scheduled on April 20, 2021. If approved, the ordinance will sunset on June 1, 2021.

Cultural and Scientific Commission Ex Officio Member Position Elimination
This proposed ordinance would eliminate the appointment of a Town Councilmember to serve as an ex officio member of the Cultural and Scientific Commission. The Parker Municipal Code does not provide for the appointment of Councilmembers to serve as ex officio members on the Town’s other two boards/commissions (the Planning Commission and the Special Licensing Authority), and the Town Council desires to treat all boards and commissions in a similar manner. If this ordinance is approved, the Town Council will request direct communication to the entire Town Council from its boards and commissions moving forward. As a result, the Town Council desires to eliminate the appointment of a Councilmember to serve as an ex officio member of the Cultural and Scientific Commission.

Designation of Public Place for Posting of Meeting Notices
Town Council passed a resolution designating Town Hall as the public place for the posting of public meeting notices, as required by the Colorado Open Meetings Law.

Cultural and Scientific Commission Appointments
Town Council passed a resolution approving the appointments of four regular members (Alexis Watts, Annie Day, Lisa Hinz and Diane Roth) and the Chairperson (Diane Roth) of the Parker Cultural and Scientific Commission, which had expired on Dec. 31, 2020. All four members were re-appointed for another two-year term that will end on Dec. 31, 2022. Roth’s term as Chairperson is a one-year appointment that will end on Dec. 31, 2021.

Town of Parker Special Election - Second Town Council Vacancy
Town Council passed a resolution adding a second Councilmember position vacancy to the already-scheduled Town of Parker Special Election that has been set for April 20, 2021. This vacancy was created by former Councilmember Jeff Toborg’s election to the office of Mayor on Nov. 3, 2020. The Town Council did not fill this vacancy by appointment and elected to call for a special election. The April 20 special election had been previously scheduled to fill another vacancy created by former Councilmember Renee Williams’ resignation in September 2020. Electors will fill both vacancies during the special election.

Investment Advisory Committee Appointments
On July 7, 2015, the Town Council adopted Resolution No. 15-031, concerning the Town of Parker Investment Policy (the “Policy”). The Policy establishes an Investment Advisory Committee, “that consists of the Mayor or a Councilmember appointed by the Mayor and ratified by Town Council, the Finance Director, the Town Administrator or designee, and two financial professionals.” The Town Council desires to eliminate the appointment of the Mayor or a Town Councilmember to the Investment Advisory Committee and instead appoint a third financial professional. If this resolution is adopted, the Town Council will request direct communication to the entire Town Council from the Investment Advisory Committee moving forward.
