April 2021 Special Election Intergovernmental Agreement
Douglas County has agreed to assist the Town of Parker with administration of its April 20, 2021 Special Election that will be held to fill two vacancies on the Parker Town Council. Town Council passed this ordinance that enters the Town into an intergovernmental agreement with the Douglas County Clerk and Recorder to formalize the arrangement.

Resolutions


Greater Parker Foundation Donations
Town Council approved a resolution that allows the Town to accept donations raised through the Greater Parker Foundation for the year 2020. The contributions for 2020 were all made for Cultural Department purposes.

Compark Boulevard at Upland Drive Right-of-Way Property Annexation Public Hearing
The Town proposes to annex a Town-owned portion of Compark Boulevard right-of-way between Upland Drive to the west and Prairie Trail Drive to the east. This section of Compark Boulevard is located in unincorporated Douglas County within the Compark Village Planned Development and is approximately 600 feet in length. On Nov. 2, 2019, Douglas County deeded this section of the roadway to the Town, which conveyance was related to the annexation of the adjacent properties. Town Council approved this resolution setting a public hearing date of March 15, 2021 to consider the right-of-way annexation.

Douglas 234 Filing No. 6 Minor Development Plat /Subdivision Agreement Conditions Deadline
Town Council approved via resolution a request by RICK Engineering Company to amend the conditions of approval for the Douglas 234 Minor Development Plat that was approved by Town Council on Nov. 16, 2020. The amendment extends the required dates for the transfer of property ownership and the provision of security for public improvements from Feb. 14, 2021 to June 1, 2021.

Emergency Telephone Service / E911 System
The Town previously entered into an agreement with the Douglas County Emergency Telephone Service Authority to participate in the Emergency Telephone Service / E911 system. The current agreement includes a provision requiring an addendum to be executed by both parties for any additional “Authority-Funded Improvements.” The Authority has agreed to fund a hosted 911 NICE Recorder for use by the Town of Parker, and this proposed addendum would memorialize that agreement.

High Plains Trail Construction Cost Sharing Agreement
This proposed intergovernmental agreement between the Town and Douglas County addresses the County’s funding contribution of $750,000 for construction of the High Plains Trail. Town Council has previously approved and budgeted funds to meet the Town’s anticipated $750,000 contribution for this project, including any funds that will pass through Parker to Arapahoe County, which will ultimately bid out the project, select a project contractor and oversee all construction efforts A subsequent intergovernmental agreement will follow with Arapahoe County to convey these funds to Arapahoe County.

Motsenbocker Road Improvements Right-of-Way Acquisition
This proposed ordinance would provide notice of the Town’s intent to acquire needed right-of-way for proposed Motsenbocker Road improvements at/near the Hess Road intersection. Due to continued growth in the area, traffic volume on Motsenbocker Road has reached a point that improvements are needed. The project includes the construction of a northbound-to-westbound double left lane and one additional southbound lane on Motsenbocker Road south of the Hess Road intersection. In addition, this project will eliminate a gap in the sidewalk on the west side of Motsenbocker Road south of Hess Road. The Town is anticipating beginning construction of these improvements in the second half of 2021.

Motions, Contracts, Resolutions, Proclamations, Agreements


Contracts Over $100,000
Three contracts over the amount of $100,000 were awarded by Town Council:

1. A contract in the amount of $1,950,414.20 with Martin Marietta Materials, Inc. for the 2021 Townwide Resurfacing Program. This program will include roto-milling and overlay of existing asphalt roadways on Mainstreet, Twenty Mile Road, Lincoln Meadows Parkway and Idyllwilde Drive.

2. A contract in the amount of $1,524,610.34 with Vance Brothers, Inc. for the 2021 Townwide Slurry/Chip Seal Program. This program will include slurry and chip seal services for various Town roadways.

3. A contract in the amount of $242,500.00 with Faris Machinery Company for the replacement of one street sweeper that was identified as a candidate for replacement as part of the Town’s 2021 fleet replacement plan. The existing street sweeper is a model year 2011, and it has exceeded the Town’s base replacement cycle for street sweepers set at seven years.
