Salisbury Equestrian Park Lot 1 - Site Plan Amendment
Town Council approved a site plan amendment application made by Town staff to allow the addition of parking lot lighting at the Town-owned Salisbury Equestrian Park maintenance facility to assist with improved employee and public safety. The maintenance facility is located at 12010 Motsenbocker Road within Salisbury Equestrian Park.

High Plains Trail Construction Cost Sharing Agreement
Town Council approved an intergovernmental agreement between the Town and Douglas County addressing the County’s funding contribution of $750,000 for construction of the High Plains Trail. Town Council previously approved and budgeted funds to meet the Town’s anticipated $750,000 contribution for this project, including any funds that will pass through Parker to Arapahoe County, which will ultimately bid out the project, select a project contractor and oversee all construction efforts. A subsequent intergovernmental agreement will follow with Arapahoe County in order to convey these funds to Arapahoe County.

Motsenbocker Road Improvements Right-of-Way Acquisition Notification
Town Council approved an ordinance providing notice of the Town’s intent to acquire needed right-of-way for proposed Motsenbocker Road improvements at/near the Hess Road intersection through utilization of the Town’s power of eminent domain. Due to continued growth in the area, traffic volume on Motsenbocker Road has reached a point that improvements are needed. The project includes the construction of a northbound-to-westbound double left lane and one additional southbound lane on Motsenbocker Road south of the Hess Road intersection. In addition, this project will eliminate a gap in the sidewalk on the west side of Motsenbocker Road south of Hess Road. The Town is anticipating beginning construction of these improvements in the second half of 2021.

Emergency Telephone Service / E911 System
The Town previously entered into an agreement with the Douglas County Emergency Telephone Service Authority to participate in the Emergency Telephone Service / E911 system. The current agreement includes a provision requiring an addendum to be executed by both parties for any additional “Authority-Funded Improvements.” The Authority has agreed to fund a hosted 911 NICE Recorder for use by the Town of Parker, and this proposed addendum would memorialize that agreement. Town Council voted to continue this item to its March 15 meeting.

Resolutions
Lincoln Professional Park Property Annexation Public Hearing Date
Plaza Street Partners, LLC, proposes to annex and commercially zone an approximately 4.4-acre property that located in unincorporated Douglas County into the Town of Parker. Town Council passed this resolution setting a Public Hearing date of April 5 to consider annexation of the property, which is located at the intersection of Lincoln Avenue and Dransfeldt Road.

PACE Center Mainstage Theatre Rigging System Renovation Project
Town Council passed a resolution approving a select-source contract with Barbizon for renovation services for the PACE Center’s Mainstage Theater rigging system. This primary system is the backbone of the theater’s technical infrastructure, and it requires a very specialized company to manufacture and install a replacement. Staff requested that Barbizon be approved as the select-source vendor for this project, based on their experience, relationships with the manufacturer, and knowledge of the rigging system and the specific theater space.

KOA Tower Property Drainage Easement
Town Council approved via resolution the acceptance of a permanent drainage easement over Cherry Creek within a private parcel located at 10000 South Parker Road, commonly referred to as the KOA Tower Property. This easement will be utilized by the Town for grading and stabilization measures necessary to tie in proposed project improvements located upstream of the easement.

Contracts Over $100,000
One contract over the amount of $100,000 was awarded by Town Council:
1. A trade contractor agreement in the amount of $185,475 with RoadSafe Traffic Systems, Inc. for the 2021 Townwide Pavement Markings - Long Line Project. This program allows the Town to update pavement striping lines on streets that show the most wear and includes, but is not limited to, double-yellow center lines, white channelization lines, white lane lines and white edge lines

Health for Humanity - Yogathon Week
Town Council passed a proclamation celebrating the annual Health for Humanity Yogathon in the Town of Parker during the period of Feb. 1 through 19. The Health for Humanity Yogathon was first launched in 2007 to create awareness about yoga and its advantages in fostering a healthy body, mind, and spirit for all members of the community.
