Lincoln Professional Park - Annexation Eligibility
Town Council approved a resolution determining that an application by Plaza Street Partners, LLC, proposing the annexation and zoning of a 4.4-acre property located in unincorporated Douglas County known as the Lincoln Professional Park Property is eligible for approval under the Municipal Annexation Act of 1965. The property, located at the southeastern corner of the intersection of Lincoln Avenue and Dransfeldt Road, is currently undeveloped and has been proposed to be zoned as C-Commercial, which would permit future retail, service and/or restaurant uses. Town Council will hold a public hearing for the proposed annexation and zoning on May 17.

Robinson Ranch Filing 2, Amendment 2, Lot 8 - Use by Special Review
Town Council approved a Use by Special Review request by Dr. Lindsay Mumula to allow construction of a new veterinary hospital and pet boarding facility on Lot 8 of Robinson Ranch Filing 2, Amendment 2, which is located near the southeastern corner of the intersection of Parker Road and Hess Road.

Resolutions
Chambers Highpoint Metro Districts 1 and 2 Intergovernmental District Facilities Construction and Administrative Services Agreement
Town Council passed a resolution approving the form of the Intergovernmental District Facilities Construction and Administrative Services Agreement between District No. 1 and District No. 2. On Oct. 3, 2016, Town Council approved the Consolidated Service Plan for the Chambers Highpoint Metropolitan Districts. The Consolidated Service Plan was amended by a First Amendment to Consolidated Service Plan following approval by Town Council on March 18, 2019. The districts desired to enter into a new agreement to set forth the contractual relationship between the two districts. Under the agreement, District No. 2 will be the “Operating District” and as such will contract for and supervise the construction of the public improvements and will provide administrative services to District No. 1, as the “Financing District.” While the Town of Parker is not a party to the agreement, the agreement was subject to review and approval by the Town prior to its execution by the districts as pursuant to the amended Consolidated Service Plan.

Resolution of Opposition to Proposed Colorado Senate Bill 21-062
Town Council approved a resolution stating its opposition to the proposed Colorado Senate Bill 21-062 titled “Concerning Measures to Reduce Jail Populations.” Throughout the State of Colorado, law enforcement officials and various municipal bodies have expressed significant concerns should SB21-062 get passed, based on the restrictions it places on law enforcement officers and the court system. Should the bill become law, there is concern regarding the impacts it will have to law enforcement, the court process, victims and public safety in general.

Motions, Contracts, Resolutions, Proclamations, Agreements
Contracts Over $100,000
Three contracts over the amount of $100,000 were awarded by Town Council:
1. A contract with Kolbe Striping in the amount of $176,054 for the 2021 Townwide Pavement Markings-Crosswalks/Symbols Project. Through this annual project, the Town maintains and enhances pavement markings on those streets that show the most wear. These markings include crosswalk bars, lane use arrows and bike symbols.
2. A contract with Muller Engineering Company in the amount of $129,783 for design and engineering services related to the Lemon Gulch Trail Low-Water Crossing Project, which is a future trail crossing of the Lemon Gulch drainageway
3. A contract with Stantec in the amount of $330,000 for the Town’s 2021 Facility Master Plan, which is a future modeling guide for the Town that is recommended to be performed periodically to make course corrections and update assumptions that will impact space needs. In 2008, the Town conducted a Facility Master Plan that provided the basis for this evaluation.

Building Safety Month Proclamation
Town Council approved a proclamation designating May 2021 as Building Safety Month in the Town of Parker.
