Heirloom Convenience Store/Gas Station - Use by Special Review
Town Council approved a Use by Special Review request by Mitrah Investments and Holdings, LLC, for a convenience store and gas station in Parker Homestead, also known as Heirloom. The site, currently undeveloped, is located at the southwest corner of the intersection of Chambers Road and Double Angel Road. This approved Use by Special Review application does not include the actual development plan with site plan details. The review of those details would occur during a future site plan application and building permit review process.

Emergency Telephone Service / E911 System
The Town previously entered into an agreement with the Douglas County Emergency Telephone Service Authority to participate in the Emergency Telephone Service / E911 system. The current agreement includes a provision requiring an addendum to be executed by both parties for any additional “Authority-Funded Improvements.” The Authority has agreed to fund a hosted 911 NICE Recorder for use by the Town of Parker, and this proposed addendum would memorialize that agreement. Town Council voted to continue this item to its June 7 meeting.

Lincoln Avenue Widening Project Intergovernmental Agreement
An intergovernmental agreement (IGA) with Douglas County has been proposed for the conceptual/preliminary design of the proposed Lincoln Avenue Widening Project. An IGA is needed to formalize negotiations and jointly fund the conceptual/preliminary design efforts for this important infrastructure project, which will include the widening of Lincoln Avenue from four lanes to six lanes between Parker Road and Jordan Road. This proposed project is an important component to the Parker area’s long-term roadway transportation plan.

Parkglenn Subdivision Filing No. 3, Lot 1, Block 2 - Rezoning
Two ordinances have been proposed related to a rezoning request by applicant Masterworks, LLC for Lot 1, Block 2 of Parkglenn Filing No. 3, which is located at the southeast corner of Parker Road and Parkglenn Way. The applicant is requesting that the property by removed from the Parkglenn Planned Development and rezoned to C-Commercial zoning in order to allow the redevelopment of an existing service station and convenience store. If approved, the property owner would retain and existing car wash on the property and construct a new commercial building.

Contracts Over $100,000
One contract over the amount of $100,000 were awarded by Town Council: 

1. A contract with Stone & Concrete, Inc. in the amount of $1,107,509.31 for the 2021 Townwide Concrete Replacement Program. This program includes removing and replacing damaged and outdated concrete infrastructure on Town-owned and operated streets. In addition, the program includes replacing damaged concrete for the Parks, Open Space and Stormwater Divisions.
