Noise Ordinance Update
Town Council approved an ordinance to update the Parker Municipal Code, further clarifying the sections of the code dealing with noise regulations. The amendments address updated standards for the regulation of noise and sound, as well as various prohibitions and exceptions based on prior discussions with Town Council. The amendments include updated objective standards, prohibitions and exceptions regarding noise and sound based on expert advice, discussions with Town Council, and other relevant information.

Parker Road Traffic Responsive Phase 2 Agreemen
Town Council approved an ordinance adopting an intergovernmental agreement (IGA) between the Colorado Department of Transportation (CDOT) and the Town of Parker to fund the expansion of traffic responsive operations in the community. CDOT will contribute $400,000 to the project. Traffic responsive strategy allows traffic to be counted in real-time, and appropriate signal plans to match the flow are automatically selected. The strategy can identify differences in volume as well as heaviest direction of flow. Currently, 44 Town signals, including the 13 on Parker Road operated for the CDOT, operate under this strategy. Significant benefits have been observed in travel times.

Parker Road Traffic Signal Maintenance Agreement
Town Council approved an ordinance adopting an intergovernmental agreement (IGA) between the Colorado Department of Transportation (CDOT) and the Town of Parker for continuation of Town operation and maintenance of Parker Road traffic signals. CDOT will reimburse the Town for this service at a rate of $49,920 per year. Each prior IGA was for a five-year term, with the current IGA expiring in 2021. Responsibilities would remain the same as the current arrangement.

Parker Road Sidewalk Multi-Use Trail/Sidewalk Agreement
Town Council approved an ordinance adopting an intergovernmental agreement (IGA) between the Colorado Department of Transportation (CDOT) and the Town of Parker for state multi-modal funding for the construction of a trail/sidewalk and pedestrian bridge on the east side of Parker Road from Sulphur Gulch Trail to Parker Square Drive. This project is scheduled for construction in 2023.

Cherry Creek at Dransfeldt Road Drainage and Flood Control Improvements Agreement
The Town of Parker, Mile High Flood District (MHFD) and Cherry Creek Basin Water Quality Authority (CCBWQA) have identified Cherry Creek at Dransfeldt Road as a reach of major drainageway requiring repair and rehabilitation to support existing and future Town growth. Town Council approved this ordinance formalizing an intergovernmental agreement (IGA) between the Town, MHFD and CCBWQA for funding and management of the design and construction of the improvements.

High Plains Trail Project (3 Items)
Town Council approved three ordinances related to the High Plains Trail project, which will include an overcrossing of Parker Road and connection to the existing Cherry Creek Trail on the west side of Parker Road. The ordinances include amendments to the Deed of Conservation Easements for both the 17-Mile House property and Norton property to allow the construction of the overcrossing, in addition to an amendment to the intergovernmental agreement (IGA) with Arapahoe County memorizing the transfer of funds from Parker to Arapahoe County in the amount of approximately $1,938,000 for project construction. The funds provided by the Town of Parker included prior contributions from Douglas County and the E-470 Authority.

Ordinances Continued to a Date Uncertain
Emergency Telephone Service / E911 System
The Town previously entered into an agreement with the Douglas County Emergency Telephone Service Authority to participate in the Emergency Telephone Service / E911 system. The current agreement includes a provision requiring an addendum to be executed by both parties for any additional “Authority-Funded Improvements.” The Authority has agreed to fund a hosted 911 NICE Recorder for use by the Town of Parker, and this proposed addendum would memorialize that agreement. Town Council voted to continue this item to a future meeting at a date uncertain.

Resolutions
Planning Commission Appointments
Town Council passed a resolution appointing two regular members (Elianna Burke and Erik Frandsen) and three alternate members (Anthony Matthews, Abbas Udawala and Roxy Colette) to the Parker Planning Commission. The two regular members were appointed to three-year terms, while the three alternates were appointed to one-year terms.

Use By Special Review Requirements - Blair Industrial Park, Tract 3, Lot 3
Town Council passed a resolution authorizing an amendment of a condition of a Use By Special Review approval for Lot 3 of the Blair Industrial Park Replat of Tract 3 subdivision, to replace the “Camp Bow Wow Operations Manual” and “Camp Bow Wow Camper Healthcare and Cleaning Guide.” The Town of Parker was recently notified that the two aforementioned documents were confidential proprietary information. This resolution removes the guides from the public record and replaces them with summary documents.

Approved Land Use Application Time Extensions
The Town Administrator issued a series of Emergency Orders in 2020 to respond to the COVID-19 pandemic. As the Town, state and country are recovering from the pandemic, staff proposes several amendments to the Municipal Code to establish a formal transition from the emergency orders back to pre-pandemic Code requirements. This proposed ordinance will allow for the Planning Director to grant administrative extensions of approved land use applications to Dec. 31, 2021.

Planning Department Adjustments
The Town Administrator issued a series of Emergency Orders in 2020 to respond to the COVID-19 pandemic. As the Town, state and country are recovering from the pandemic, staff proposes several amendments to the Municipal Code to establish a formal transition from the emergency orders back to pre-pandemic Code requirements. This proposed ordinance would exclude certain temporary site plan changes, such as marking pick-up/delivery parking spaces, from the requirement for Site Plan Adjustment approval by the Town. If approved, this ordinance will be in effect through Sept. 30, 2021.

Temporary Sign Registration Requirements
The Town Administrator issued a series of Emergency Orders in 2020 to respond to the COVID-19 pandemic. As the Town, state and country are recovering from the pandemic, staff proposes several amendments to the Municipal Code to establish a formal transition from the emergency orders back to pre-pandemic Code requirements. This proposed ordinance would temporarily remove the requirement for temporary signs to be registered from June 1, 2021 through September 30, 2021, to assist local businesses in their transition to normal operations.

Prairie Dog Management
This proposed ordinance would amend the Town’s prairie dog management ordinance to provide a 180-day extension of approval where an applicant undertakes relocation. It also requires that humane extermination occur not less than 30 days after Town approval of a development application. This amendment is in follow-up to Town Council direction given at the March 29, 2021 Study Session after discussion of the issue with staff.

Cottonwood Meadows Tributary Rehabilitation Improvements
The Town of Parker and Mile High Flood District (MHFD) have identified the Cottonwood Meadows Tributary as a reach of major drainageway requiring rehabilitation to support existing and future Town growth. The Town and MHFD intend to partner in funding and managing the design and construction of the improvements by executing an intergovernmental agreement through this proposed ordinance.

Contracts Over $100,000
One contract over the amount of $100,000 was awarded by Town Council:
1. A contract with Zoom in the amount of $110,000 for a unified communications platform. Using Zoom will facilitate communications between the Town’s staff and its citizenry. It will give staff the ability to communicate from anywhere using the Town’s phone numbers, in addition to increasing the number of ways everyone can communicate, including text messaging and video conferencing.
