Anthology North - Planned Development Amendment No. 3
Town Council approved an amendment to the Anthology North Planned Development (PD) zoning through a revision of the Development Plan. The PD zoning amendment will relocate the previously approved South Metro Fire/Rescue Authority (SMFRA) fire station location from Planning Area 19, adjacent to the Horse Creek residential neighborhood, to the northwest corner of the intersection of Chambers Road and Great Plain Way. The relocation of the fire station will address the concerns of residents, Town Council and the Planning Commission about nuisance impacts on the Horse Creek neighborhood from emergency response activities.

Parker North, 1st Amendment, Tract D Property Annexation
Town Council passed two ordinances and one resolution related to the property annexation and zoning of Parker North, 1st Amendment, Tract D. The Town of Parker owns this small parcel known as Parker North Tract D located on the east side of Parker Road (northbound) between Lincoln Avenue and Parkglenn Drive. The annexation and zoning of this parcel to PF-Public Facilities will allow for a future multi-use trail project that is part of the Town’s long-term goal of improving multi-modal access in the Parker Road corridor, including pedestrian/bicycle mobility and safety.

High Plains Trail Maintenance Agreement
The High Plains Trail project is a regional partnership between the Town of Parker, Douglas County, Arapahoe County and the City of Aurora (The Partners Group) to design, construct and maintain a one-mile trail gap that will connect the Cherry Creek Trail to the High Plains Regional Trail at the Douglas/Arapahoe county line. A prior funding agreement approved by Town Council on June 7, 2021, between Arapahoe County and the Town of Parker requires a maintenance agreement to transfer the funds between the agencies. Staff recommends approval of this proposed maintenance agreement so the County can start the construction process for the project.

Municipal Code Update - Electric Devices on Town Trails Network
With the increase in public usage of devices such as electrical assisted bicycles (e-bikes), electric skateboards, electric scooters, and other similar electric devices on trails, Town staff is looking to update the Municipal Code provisions to be consistent with other municipalities and to adapt to the changing nature of outdoor recreation. Additionally, it has come to the attention of staff that, while the Parks Rules and Regulations specify that the speed limit on trails 15 miles per hour, the Municipal Code provision only includes the 15-mile-per-hour speed limit on “all roadways and parking areas within park lands….” The definition of “Director” also needs to be updated to the current title, in addition to a few other updates that would reflect current regulations and procedures.

Model Traffic Code Update - Electric Devices on Town Trails Network
Based on the updates being recommended for the Park Regulations Chapter in the aforementioned ordinance, the Municipal Code’s adoption of the Model Traffic Code would be impacted and will also need to be updated. Section 7.01.020 of the Municipal Code, which is the provision adopting the Model Traffic Code, would be amended with respect to the section specific to electric personal assistive mobility devices (EPAMDs).

Newlin Crossing Metro District Agreement
The Newlin Crossing Metropolitan District has submitted an application for approval of a service plan. One of the requirements of the service plan is execution of an intergovernmental agreement (IGA) with the Town, which passing of this ordinance would accomplish. Under the terms of the agreement, the district would impose a property tax of 5 mills, which will be remitted to the Town for the planning, design, financing, acquisition, construction, operation and maintenance of Town infrastructure identified in the IGA.

Motions, Contracts, Resolutions, Proclamations, Agreements
Contracts Over $100,000
One contract over the amount of $100,000 was awarded by Town Council:
1. A professional services agreement with Felsburg Holt & Ullevig in the amount of $499,984 for conceptual/preliminary design efforts of the Lincoln Avenue Widening Project. This project will widen Lincoln Avenue between Keystone Boulevard and Parker Road. Tentatively, construction is scheduled to begin early 2024 and be completed in late 2025.

Constitution Week Proclamation
Town Council voted to proclaim the week of Sept. 17 through 23 as Constitution Week in the Town of Parker. This week will commemorate the 234th anniversary of the drafting of the United States Constitution.
