Newlin Crossing - Sketch Plan, Preliminary Plan and Annexation Amendment
Town Council approved a Sketch Plan, Preliminary Plan and a First Amendment to the Annexation Agreement for the first phase of the Newlin Crossing Planned Development, located at the northeast corner of Mainstreet and Chambers Road. The plans feature 194 detached single-family lots/homes with 26.85 acres of open space with drainage, 6.03 acres of parks and related infrastructure such as roads. These approvals do not officially create the lots, tracts and associated improvements for development yet. The applicant, Lennar Colorado, Inc., will be required to design and submit a Final Plat(s) application to the Town prior to any future development.

Parker Auto Plaza - Use by Special Review
Town Council approved a Use by Special Review (UbSR) application from AutoMart USA to permit an auto body repair shop with a paint booth in an existing building on Ponderosa Drive, north of Lincoln Avenue. The subject property is located in the Parker Auto Plaza Planned Development (PD). This planned development zoning was amended in 2021 to include auto body repair as an allowed use in order to meet community demand for this service, although it requires an enhanced level of review by staff and the Town Council at a public hearing using nine (9) criteria prescribed by the Land Development Ordinance. The Planning Commission and Town Council found that this application met the nine criteria.

Dogtopia - Use by Special Review
Town Council approved a Use by Special Review (UbSR) application from Larry Greene d/b/a Dogtopia to permit a dog daycare facility at the northeast corner of Dransfeldt Road and Parkglenn Way, which is located in the Parkglenn Way subdivision and zoned as Modified Light Industrial. This zoning allows pet daycare facilities subject to a Town Council public hearing and approval of a UbSR application. As part of the proposal, the applicant also submitted a Site Plan Amendment application that is being reviewed administratively by staff.

Mountain View Senior Center Water Easement Conveyance
Town Council approved an ordinance resulting in the dedication of an easement to Parker Water and Sanitation District (PWSD) over a Town-owned property, Tract B, Mountain View Senior Center Filing No. 1. In 1997, a Minor Development Plat for the Mountain View Senior Center Filing No. 1 subdivision was recorded. This plat created the lot for the American Academy Charter School located on Motsenbocker Road. As part of the Minor Development Plat, a small tract (Tract B) was dedicated to the Town as public right-of-way to accommodate a north-south roadway connection between Clarke Farms and future development to the south. When the land to the south was eventually developed as the Olde Town subdivision, the roadway network in this area was ultimately modified to no longer include a roadway connection over Tract B. The vacant land to the west of Mountain View Senior Center is now proposed to be developed as townhomes as part of the Senderos Creek subdivision. As part of the construction drawings for that development, waterline infrastructure is proposed to be located within Tract B. PWSD requested that the Town dedicate a waterline easement to the District to cover the proposed infrastructure.

Parker Municipal Code Definition Concerning Harassment
The Colorado Supreme Court recently ruled that the phrase “intended to harass” in the context of the state’s anti-harassment statute is constitutionally overbroad because it could implicate speech that is protected by the First Amendment. Town Council approved this ordinance updating a similarly worded provision in the Town’s harassment ordinance in order to conform with the Supreme Court’s ruling.

Planning Commission Appointments
Town Council passed a resolution appointing three regular members and three alternate members to the Parker Planning Commission. The three regular member appointments incluced Gary Poole (Commission Chair; term expires June 30, 2025), Ruth Ann Nelson (term expires June 30, 2025) and Roxy Colette (term expires June 30, 2023), while the three alternate member appointments included Nick Metz, Jane Lane and Ira Shapiro. All alternate members will serve one-year terms.

Contracts Over $100,000
Three contracts over the amount of $100,000 were awarded by Town Council:
1. A professional services agreement with Muller Engineering Company in the amount of $295,303 for the final drainage design of the Dransfeldt Road Extension Project (Twenty Mile Road to Motsenbocker Road).
2. A trade contractor agreement with Stone & Concrete, Inc. in the amount of $511,717.50 for the 2022 Townwide Concrete Repair Program. This project will include the removal and replacement of damaged and/or deteriorated concrete assets on portions of Canterberry Parkway, Chambers Road and various local streets throughout Town. Additionally, ADA pedestrian ramps will be updated to current standards in these locations.
3. A revised contract with LAWS in the amount of $146,465.95 for additional fleet upfitting services for the Parker Police Department. The additional vehicle upfitting work, in the amount of $8,123.75, will add SETINA PB-9 fender wrap/PIT guard assemblies to the push bumpers installed on five existing 2021 Ford patrol cars and add an additional five assemblies to new 2022 Ford patrol cars. Installation of this equipment will provide further protection to police vehicles and officers and equip cruisers for proper deployment of techniques intended to stop fleeing suspects.

SPECIAL PRESENTATIONS
The Mayor and Town Council regularly issue special certificates of commendation, recognition and achievement during Town Council Meetings. Three such presentations occurred during the most recent Town Council Meeting:
- 2022 Spring Police Department Citizens’ Academy participants
- Legend Unified Sports Team for its recent basketball game victory against the Parker Police Department
- Parker Teen Court Scholarship recipients Eric Fiechtner and Olivia Lombard
