Public Hearings - Continued to April 17

Coyle Property Annexation
Applicant Avalon Bay Communities, Inc. has submitted a petition to annex a 33.4-acre parcel of land known as the Coyle Property at the southeast corner of the intersection of Stroh Road and Crowfoot Valley Road into the Town of Parker. It is largely undeveloped except for a small single-family house and several accessory structures that are remnants of previous agricultural uses. The subject property is located at a major gateway into the Town from the south along the Crowfoot Valley Road corridor. On Sept. 6, Town Council approved a resolution determining that the property was eligible for annexation. The property owner and their development partner have submitted a rezoning application that is being processed concurrently with the Annexation Petition. Town Council voted to continue this item to its April 17, 2023 meeting.

Westcreek Planned Development Guide Amendments
Town Council approved a rezoning application from Masterworks LLC to amend the Westcreek Planned Development (PD) to revise certain development standards, land use area boundaries and uses to permit restaurants with accessory drive-thru elements.

Parker and Pine Mixed Use Development Planned Development Guide Amendments
Town Council approved a rezoning application from Galloway Engineering to amend the Parker and Pine Mixed-Use Planned Developed (PD) zoning to reduce the minimum required commercial retail space and relocate a fast-food restaurant with drive-thru (In-N-Out Burger) from interior Lot 5, where it is currently permitted, to corner Lot 1, where it is not currently permitted.

Tract Q - Annexation and Zoning
Town Council approved two ordinances and two resolutions related to the annexation and zoning of the property known as Tract Q for future open space use. The Town acquired the subject property from Shea Homes, L.P. in April 2022 for future open space use. The property has a total area of 20.25 acres and is located at the southeastern corner of the intersection of Mainstreet and Chambers Road at a major gateway into Parker from the west. The Town plans to extend the Newlin Gulch Trail through Tract Q and will preserve the balance as open space. To accomplish this, Town Council approved the annexation of the property and zoning of OS - Open Space designation.

Tanterra Filing No. 1 Public Improvements
North Parker Investments, LLC (“NPI”), the owner of the Anthology North property, requested a partial waiver of the Town’s subdivision regulations related to the proposed final plat for Tanterra Filing No. 1, which is part of the Anthology North property. Related to the request for a Partial Waiver, the Town Council also needed to address the Final Plat, Subdivision Agreement for Tanterra Filing No. 1, the Seventh Amendment to the Amended and Restated Stroh/Hess Annexation Agreement, and the Assignment and Assumption Agreement for the Tanterra Filing No. 1 Subdivision Agreement. Each of these five items was approved.

Grant Agreement Approval - Therapeutic Recreation Scholarships
Town Council approved a Grant Agreement for Therapeutic Recreation Programs between the Town of Parker and the Board of County Commissioners of Douglas County for the Developmental Disabilities Mill Levy Grant Program. In December 2022, over 30 organizations throughout the County were awarded grants. The Town of Parker received two separate grant awards, one for Therapeutic Recreation Programs (Scholarships) in the amount of $12,620.20 that allows for families, individuals and groups with developmental disabilities to participate in recreation activities for a reduced or waived fee and the other, Adaptive Water Safety/Swim Lessons in the amount of $6,762.00 that enhance personal life-saving water skills. The total grant funds received is $19,382.20. These funds will be utilized in 2023.

Stroh Gulch/Oak Gulch Improvements Intergovernmental Agreement
Town Council approved an ordinance amending an intergovernmental agreement (IGA) between the Town and the Mile High Flood District (MHFD) regarding improvements to Stroh Gulch and Oak Gulch at the proposed Tanterra development. The amendment codifies the construction costs for the developer-funded improvements that will be constructed by MHFD at no cost to the Town. The developer funding for the fee-in-lieu improvements will be codified and collected by the Town through the Subdivision Agreement for the Tanterra development. This amendment to the IGA finalizes the construction costs for Stroh Gulch, and adds the construction costs for Oak Gulch.

Salisbury Park Sewer Line Easement
Town Council approved the dedication of an easement to Parker Water and Sanitation District (PWSD) over a portion of Salisbury Park to accommodate the construction of a new sanitary sewer line. PWSD is planning to construct a filtration annex building adjacent to its existing regional well house in the eastern portion of Salisbury Park. This will help improve drinking water quality for the community through the use of gravity filters that will physically remove iron and manganese from the existing water sources. This building is currently in review through a Site Plan process and will come before the Town Council in the near future. As part of this project, PWSD will need to relocate several existing raw waterlines in the area and construct a new sanitary sewer line that will carry water used to periodically clean the filters.

Town of Foxfield Municipal Court Services - Intergovernmental Agreement
This proposed ordinance would approve the Second Replacement Intergovernmental Agreement (IGA) to operate a combined municipal court with the Town of Foxfield. The Town of Parker and the Town of Foxfield entered into an IGA on July 23, 1996, and a Replacement IGA on June 16, 2011, to operate a combined municipal court. The Town of Parker has been compensated by retaining the court costs assessed against Foxfield tickets. Parker and Foxfield desire to continue with the operation of a combined municipal court.

Parker Flats Public Sidewalk Easement
Town Council approved a resolution accepting the conveyance of a permanent sidewalk/pedestrian lighting easement for proposed public improvements located on a portion of Lot 1, The Hein Center, Filing No. 2, First Amendment, otherwise known as the Parker Flats property. This easement is related to a public improvement project for sidewalks on Pikes Peak Drive between Sulphur Gulch Bridge and Mainstreet that will improve comfort and accessibility for pedestrians.

Contracts Over $100,000
Town Council awarded one contract over the amount of $100,000: 

1. A contract with GMCO Corp in the amount of $290,000 for the purchase of solid and liquid deicing material to be used during Town snow removal operations. The Town is using a Colorado Department of Transportation contract award for this purchase resulting from a bid process conducted by CDOT.
