2023 Revised Annual Budget
Budget adjustments for the current year are submitted to Council for consideration several times per year, as needed. Adjustments fall into two categories: carryovers and supplemental amendments. Carryovers are the reappropriation of unspent, budgeted funds from the prior year into the current year. They include multi-year capital projects for which the full project cost is budgeted in the first year. Supplemental amendments consist of additional or new appropriation requests that were not anticipated at the time the budget was developed. Town Council approved this budget revision that includes the following adjustments:
- Supplemental Expenditures: $1,219,515
- Carryovers: $40,078,293
- Total Expenditures: $41,297,808
- Supplemental Revenue: $559,191
- Net Revision: $40,738,617

Ordinances
Rueter-Hess Recreation Authority Dissolution
Town Council approved an ordinance agreeing to an intergovernmental agreement that dissolves the existing Rueter-Hess Recreation Authority and replaces it with an Advisory Board. The new agreement clarifies the role of Douglas County as the Managing Jurisdiction, which has the power to enter into contracts, hire staff and expend the funds contributed by the member jurisdictions in order to carry out the reservoir’s Master Plan, including its recreation functions. The Town of Parker will now serve on the Advisory Board, which makes recommendations on the recreational uses and capital projects funded by the member jurisdictions. The new agreement is the result of the Rueter-Hess Recreation Authority members and the Douglas County Managers Group agreeing that increased public access to the reservoir’s water and land-based recreation was a high priority and transitioning the management and coordination to Douglas County was the best path forward.

Acceptance of Drainage Easement Conveyance
Town Council approved via resolution the acceptance of a drainage easement conveyance from the Denver Pope Family Limited Partnership for proposed Cherry Creek channel improvements. The Town, in conjunction with the Mile High Flood District (MHFD), is anticipating beginning construction of channel improvements to the Cherry Creek floodway in the spring of 2023 in conjunction with the proposed Dransfeldt Road extension project. The improvements are partially located on Denver Pope Family Limited Partnership property, and this easement is necessary to allow for the construction and the long-term maintenance of the channel improvements. Due to the channel improvement project’s impact on current wetlands, the proposed drainage easement is further expanded from a typical drainage easement to include future protection of the replacement wetlands.

Acceptance of Sidewalk Easement Conveyance
Town Council approved via resolution the acceptance the conveyance of a public sidewalk easement for a portion of f Lots 1 & 2 in Vetters Pikes Peak Subdivision Filing No. 1, otherwise known as the Crowfoot Valley LLC property, to allow for the construction of sidewalk and lighting improvements. The sidewalks on Pikes Peak Drive between Sulphur Gulch Bridge and Mainstreet need enhancements to improve comfort and accessibility for pedestrians. This project is currently in the final design phase, and staff is working to finalize easement acquisitions necessary to construct the project.

Nationwide Opioid Settlement Approval
Town Council approved via resolution Settlement Documents necessary for the Town to receive an allocation of funds from the settlement of claims against Teva, Allergen, Walmart, CVS and Walgreens in litigation that was filed against various pharmaceutical companies related to the national opioid overdose epidemic. As with the prior settlements, the allocated funds will fall under the Memorandum of Understanding (“MOU”) that was signed by the Colorado Attorney General on August 26, 2021, which provides that the funds may only be used for “approved purposes,” which means forward-looking strategies to abate the opioid epidemic. Under the 2021 MOU, the Town will be allocated its portion of the current settlement funds, which will be reallocated to Region 12 (Douglas County) based on the Town’s prior decision for that reallocation. The Town will have a yearly opportunity to make a change to this decision if so desired.

Contracts Over $100,000
Town Council awarded five contracts over the amount of $100,000:
- A contribution in the amount of $210,000 to the Rueter-Hess Recreation Authority for the purpose of providing recreational opportunities at Rueter-Hess Reservoir, including capital projects described in the Rueter-Hess Recreation Master Plan. The Town is a member of the Rueter-Hess Recreation Authority, which was established in 2015 by an intergovernmental agreement between the Parker Water and Sanitation District, Castle Rock, Lone Tree, Castle Pines and Douglas County.
- A contract modification in the amount of $100,000 for a revised contract amount of $2,329,537.20 with Rumler Civil Construction, Inc., for the Parker Road Multi-Use Trail (West Side) Project. The Town competitively bid and awarded this project to Rumler in June 2021, however, the project has experienced COVID-related impacts, such as material supply chain issues/delays and labor shortages, which increased the project duration and costs.
- A professional services agreement modification in the amount of $50,000 for a revised contract amount of $234,685 with Fellsburg Holt and Ullevig for construction management, inspection and material testing services associated with the Parker Road Multi-Use Trail (West Side) Project. This project originally had an expected completion date of October 2021, however, due to COVID-related impacts such as material supply chain issues/delays and labor shortages, the project duration has been extended.
- A trade contractor agreement in the amount of $2,185,392.90 with Brannon Sand & Gravel for the 2023 Townwide Roadway Resurfacing Program. This program will include rotomilling and overlaying existing asphalt roadways on Chambers Road and Canterberry Parkway.
- A trade contractor agreement in the amount of $2,277,197.47 with Vance Brothers, Inc. for the 2023 Townwide Roadway Preservation Program. This program will include asphalt patching, pavement markings and slurry-seal application to residential roadways throughout the Town of Parker.
