Coyle Property Annexation
Applicant Avalon Bay Communities, Inc. has submitted a petition to annex a 33.4-acre parcel of land known as the Coyle Property at the southeast corner of the intersection of Stroh Road and Crowfoot Valley Road into the Town of Parker. It is largely undeveloped except for a small single-family house and several accessory structures that are remnants of previous agricultural uses. The subject property is located at a major gateway into the Town from the south along the Crowfoot Valley Road corridor. On Sept. 6, Town Council approved a resolution determining that the property was eligible for annexation. The property owner and their development partner have submitted a rezoning application that is being processed concurrently with the Annexation Petition. Town Council voted to continue this item to its June 5, 2023 meeting.

Dransfeldt Road Cherry Creek Flood Control Improvements Agreement Amendment
Town Council approved an amended intergovernmental agreement (IGA) with Mile High Flood District (MHFD) and the Cherry Creek Basin Water Quality Authority (CCB WQA) that provide funding for construction of proposed improvements to Cherry Creek at Dransfeldt Road adjacent to Flat Acres Farms. The Town of Parker, MHFD and CCB WQA previously executed an IGA for the design and permit improvements for this project that are anticipated to be completed in the fall of this year.

My Mainstreet General Improvement District Organization
Town Council approved a petition for the organization of a general improvement district (GID) in downtown Parker, as required by a Development and Financing Agreement for the My Mainstreet Project between the Town, the Parker Authority for Reinvestment (P3) and CD-Parker, LLC (the developer). Per the agreement, Town Council was required to approve the organization of the GID prior to June 19, 2023, or the developer would have the option to terminate the Development Agreement.

Harvie Open Space Construction
Town Council approved a trade contractor agreement with Richdell Construction, Inc. in the amount of $1,521,600 for construction services for the Harvie Open Space Project. Project construction is anticipated to start in May 2023 and be completed by October 2023.

Parker Responsive Traffic Signal System Improvements
Town Council approved a trade contractor agreement with Interface Communications Company in the amount of $668,696 for improvements to Parker’s Responsive Traffic Signal System. The project consists of the installation of seven traffic radar count stations throughout the Town and is a continuation of the count stations installed along Parker Road in 2020. The improvements will allow for the expansion of responsive traffic signal timing throughout the majority of the Town, as the existing system is limited to Parker Road.

Resolutions
Opposition to State Senate Bill 23-213
Town Council passed a resolution stating its opposition to Colorado Senate Bill 23-213, which attempts to address the housing affordability crisis across the state by setting statewide standards for municipal zoning laws in order to increase the supply of affordable housing. The Council is very concerned about the usurpation of home rule authority that would result from the proposed legislation, as well as the one-size-fits-all approach to a problem that demands tailored solutions for each local community. It is also the Town’s view that the bill as drafted may not result in increasing the supply of affordable housing in the state as planned.

Dransfeldt Road Widening Project - Right-of-Way Purchase
This proposed ordinance would approve a Purchase and Sale Agreement for the conveyance of property from TMV Retail II Owners Association for a portion of private roadway (Stage Run) to be used for right-of-way for the Dransfeldt Road Widening Project. This project will make roadway and sidewalk improvements to Dransfeldt Road between Pony Express Drive and Mainstreet.

Greater Parker Foundation Board of Directors
Town Council approved a resolution appointing board members to the Greater Parker Foundation. The Greater Parker Foundation works to support and enhance the hometown feel and quality of life for the Parker area through fundraising and support of community goals and needs. Councilmembers Anne Barrington and Brandi Wilks were appointed as board members.

Town of Parker Policy Manual
Town Council approved a resolution to amend and readopt the Town of Parker Policy Manual. The Council reviewed and recommended updates to the document at its Council Retreat held on March 3, 2023.

Contracts Over $100,000
Town Council awarded three contracts over the amount of $100,000:
1. A professional services agreement in the amount of $100,000+ with Nothing But Net - Elite Basketball Coaching for youth basketball camps, clinics, academies and small group/one-on-one training. Parker Parks and Recreation has partnered with Nothing But Net to help provide these services to the Parker community since 2009.
2. An amended professional services agreement (PSA) in the amount of $107,500 with DHM Design for construction management services for the Harvie Open Space Project. The Town originally hired DHM Design in 2022 to complete the site plan and construction drawings for this project. The project was carried over into 2023, and the site plan and construction drawings are now complete. An amended PSA was needed to extend DHM’s contract to provide construction management services for the project.
3. A contract amendment in the amount of $121,205 with Felsburg, Holt, and Ullevig for final design of the Clarke Farms Drainage Improvements Project. The Town is planning a stormwater capital improvement project within the Clarke Farms subdivision. Design of these improvements was initiated in 2022. The original concept for improvements to the local roadways included the installation of additional storm sewer infrastructure in order to increase conveyance capacity in those areas. However, as design and utility coordination progressed, the cumulative cost of these improvements was estimated to be much higher than originally thought. This was due to unanticipated utility relocations and significant rises in construction costs. This contract amendment provides additional design funds for the consultant to revise the design accordingly and prepare the plans for construction in early 2024.
