Parks, Recreation and Open Space Master Plan Re-adoption
Town Council approved via resolution minor text updates to the Town’s Parks, Recreation and Open Space Master Plan 2018-2022, removing the 2018-2022 date range in the title. The current plan was adopted with a five-year date range, although the Plan was intended to span five to 10 years. Due to the COVID-19 pandemic, many of the planned projects were delayed for two years as funding was put on hold pending the outcome of the financial impact on the Town. Upon evaluating the current plan, staff determined that the goals and strategic actions are still relevant and need to be completed before performing an update to the current document, which is tentatively scheduled for 2026 in the 10-year Capital Improvement Plan.

Ordinances
Elevator / Escalator Inspections
Town Council passed an ordinance approving a Memorandum of Agreement (MOA) with the State of Colorado to allow the Town of Parker to continue inspection services for elevators and escalators in residential and commercial properties within the Town. The Town and Colorado Department of Labor and Employment, Division of Oil and Public Safety, entered into the original MOA on July 2, 2013 to enable the Town’s Building Division to perform such inspections. The MOA was renewed in 2018 but was set to expire on June 30, 2023. The approved MOA will be valid for five years and will expire on June 30, 2028.

Salisbury Park North Sewer Easement
Town Council passed an ordinance resulting in the dedication of an easement to Parker Water and Sanitation District (PWSD) over Town-owned property at Salisbury Park North. This easement is being requested for the relocation of sanitary sewer by the Town’s Cherry Creek at Dransfeldt Road stream improvements project. The existing sanitary sewer is currently within an easement on Town property that will be vacated once the new sewer is operational under a recorded easement. The old sanitary sewer will be removed and disposed of properly offsite. This easement is non-exclusive and will not unduly limit future park improvements to this property.

North Parker Road Operational Improvements Project Easements
Town Council passed an ordinance approving a Purchase and Sale Agreement between the Town and CST Metro, LLC for right-of-way and temporary easements over portions of Tract A and Lot 8 of MacLachlan Subdivision Filing No. 1. These acquisitions are necessary to accommodate improvements proposed with the Town’s North Parker Road Operational Improvements Project. This project will widen the south side of Ponderosa Drive west of Parker Road in order to improve the efficiency of this intersection.

Douglas County ARPA Beneficiary Agreement
Town Council passed an ordinance approving a Douglas County ARPA Beneficiary Agreement that will provide up to $75,000 in reimbursement funds to the Town for the purchase of a second vehicle for the Community Response Team (CRT). Douglas County received Coronavirus Local Fiscal Recovery Fund dollars from the American Rescue Plan Act under the revenue replacement category. The County elected utilize a portion of these fund dollars to reimburse the Town to help expand the CRT through the purchase of an additional unmarked police vehicle and law enforcement equipment.

Community Response Team Expansion Agreement
Town Council passed an ordinance approving an intergovernmental agreement between the Town and Douglas County to expand the Community Response Team (CRT) by reimbursing the Town up to a maximum of $167,880 for the salary of a second officer assigned to the CRT and related equipment and operating expenses. Douglas County received funds from the Colorado Division of Criminal Justice, Department of Public Safety’s Multidisciplinary Crime Prevention and Crisis Intervention Grant Program (“DCJ Grant”).

Resolutions
Kings Point Way Exemption Plat
Town Council passed a resolution approving an Exemption Plat to subdivide excess right-of-way (ROW) for Kings Point Way and convey it to the adjacent property owners. In 2019, the Town constructed Kings Point Way to connect Cottonwood Drive in the Crown Point Planned Development to the future Aurora Parkway in the City of Aurora.

Salisbury Park North Development Design Services Agreement
Town Council approved a contract with Hord Coplan Macht in the amount of $3,249,457 for design of the Salisbury Park North Expansion Project. This project will expand Salisbury Park, already Parker’s largest public ark, by an additional 91 acres. Initial construction for this project may begin as early as 2024.

Parker Authority for Reinvestment Cooperation Agreement
This proposed ordinance would approve the second amended and restated cooperation agreement between the Town and the Parker Authority for Reinvestment (PAR). This agreement is necessary to clean up several administrative items that allow PAR to implement the Town’s urban renewal plans. Included in the agreement are details regarding reimbursement fees that PAR would transfer to the Town, such as costs related to staff salary and benefits, administrative fees, office rent and more.

Dransfeldt Road Extension Project Notice of Intent to Acquire Right-of-Way / Easements
This proposed ordinance would provide notice of the Town’s intent to acquire right-of-way and easements for proposed improvements on Motsenbocker Road between Todd Drive and Longland Parkway that are part of the Dransfeldt Road Extension Project. This ordinance is for needed roadway improvements and will affect five property owners along this section of Motsenbocker Road. One of the properties was annexed into the Town in 2012 and is subject to the annexation agreement requirements to dedicate needed property/easements for the needed roadway improvements. The remaining four properties are currently located in unincorporated Douglas County.

Kings Point Way Right-of-Way Vacations
In 2019-20, the Town constructed Kings Point Way to connect Cottonwood Drive in the Crown Point Planned Development to the future Aurora Parkway in the City of Aurora. Town staff has proposed two ordinances that would allow the Town to vacate excess right-of-way left over from the project and convey two separate parcels back to the adjacent property owners.

Town Manager Employment Agreement
Town Council approved via resolution the third amendment to the amended and restated employment agreement with the Town Manager. Town staff engaged a consultant to conduct a comprehensive market study for all full-time positions. The approved resolution provides for an adjustment to the Town Manager’s salary, accordingly.

Town Attorney Employment Agreement
Town Council approved via resolution the first amendment to the employment agreement with the Town Attorney. The Town Council participated in a performance evaluation for the Town Attorney. Additionally, Town staff engaged a consultant to conduct a comprehensive market study for all full-time positions. The approved resolution provides for an adjustment to the Town Attorney’s salary reflective of a merit increase and a market adjustment.

Public Sidewalk and Pedestrian Lighting Easement
Town Council passed a resolution accepting the conveyance of a permanent sidewalk and pedestrian lighting easement for planned public improvements located on a portion of Lot 1, Tallman Place Subdivision, otherwise known as the Herzog House LLC Property. This easement is related to the Pikes Peak Drive Sidewalk Project currently in progress.

Contracts Over $100,000
Town Council awarded three contracts over the amount of $100,000:
1. A contract renewal in the amount of $210,523.90 with CentralSquare for the computer-aided dispatch and records management software used by the Police Department.
2. An amended professional services agreement in the amount of $118,172 with Stanley Consultants, Inc. for a revised total of $193,344 for the High Plains Trail-Segment 2 Final Design with Stanley Consultants, Inc. The agreement was amended to complete the final design and construction drawings for trail segments 3 and 4.
3. A contract in the amount of $183,035 with RoadSafe Traffic Systems, Inc., for the 2023 Townwide Pavement Markings - Long Line Project. The Town maintains and enhances roadway pavement markings through annual maintenance projects.

Public Works Week Proclamation
Town Council issued a proclamation announcing the week of May 21 through 27 as Public Works Week in the Town of Parker to show appreciation and recognize the Town’s dedicated staff of public works professionals.
