On Monday, June 24, the Parker Town Council adopted an ordinance to amend the Parker sign code to allow for two new types of temporary signs. The goal of this ordinance is to help promote the economic well-being of the Town and Parker businesses by providing an effective means of way-finding within commercial areas, while also maintaining a safe environment for both pedestrians and vehicles and protecting the physical appearance of the Town from sign clutter.
Effective July 14, 2013, “sandwich board” signs and “limited-duration” signs will be allowed in certain areas of Town-owned public rights-of-way on a temporary basis. Signs will be subject to certain time, place and manner requirements, but a sign permit will not be required.
Sandwich Board (A-Frame) Signs on Public Sidewalks
This amendment to the sign code allows for the use of sandwich board type signs without a permit, under the following conditions:
• On public sidewalks adjacent to nonresidential or mixed-use parcels
• Located on the sidewalk within 20 feet from the front of the building
• Only one sign allowed per 10 feet of lineal frontage of the parcel of land
• Only one sign allowed for each business located within the occupied structure
• Maximum eight (8) square feet per face and four (4) feet in height
• Must maintain a minimum of four feet of unobstructed sidewalk width
• May only be posted during daylight hours
Limited-Duration Signs
Portable and temporary signs including, but not limited to, real estate open house signs and garage sale signs, will be permitted in the right-of-way for a limited period of time (no permit necessary).
• One per business and four per residential dwelling (if temporary signs are not in use on occupied parcel)
• May only be posted from noon on Thursdays through 7 p.m. on Sundays
• Must not exceed five square feet per pace and four feet in height
• Can’t be attached to public utility poles, traffic and other directional signs, vehicles, utility boxes, fences, other structures or trees
• May not be placed in medians, roadways, shoulders or bike paths/lanes
• Must be located 50 feet from all intersections and at least six feet from the edge of the roadway
• Must be at least 10 feet from any other limited duration sign
• Parker will provide Town-issued garage sale signs that can be used a maximum of four weekends in any calendar year
• Must own occupied parcel that is used for business or residence
These changes will be in effect for one year and may be extended by Town Council, subject to Council review of both the effectiveness of and compliance with the ordinance.
