E-470 Maintenance Responsibilities Intergovernmental Agreement
Town and E-470 staff recently entered into discussions identifying the need for a comprehensive maintenance agreement due to numerous issues/items that require clarification on which agency owns maintenance responsibility. Verbal agreements have been in place for numerous years on some of the maintenance responsibilities that need to be codified. Through a collaborative exchange between E-470 staff and Town staff, a comprehensive maintenance listing was agreed to in 2018. This maintenance listing includes references to previous Town/E-470 intergovernmental agreements but also addresses storm drainage, roadway, bridges, lighting, signage, landscaping and snow/ice control. It is anticipated that this IGA will have to be amended from time-to-time in the future as additional development occurs.

Chambers Highpoint Metro Districts Nos. 1 and 2 Consolidated Service Plan Amendment
Chambers Highpoint Metropolitan District Nos. 1 and 2 have requested to amend their consolidated service plan so that they are authorized to assess and collect increased development fees. The Districts requested that the public hearing for this amendment be continued to the Town Council meeting that will be held on Tuesday, Feb. 19.

2019 Budget Revisions
Budget adjustments for the current year budget are submitted to Council for consideration several times a year. This ordinance covers two categories of adjustments:

1. Carryovers, which are the reappropriation of an unspent appropriation from the prior year to the current year.

2. Amendments, which consist of additional or new appropriation requests that were not anticipated at the time of the development of the budget.

The requested revisions feature supplemental expenditures of $6,494,745, supplemental revenues of $6,439,845 and carryovers of $16,614,879.

First Amendment to Disaster-Emergency Mutual Aid and Resources Assistance IGA
The Town of Parker is party to an intergovernmental agreement with numerous area agencies to provide disaster-emergency mutual aid and resources assistance. The purpose of this Emergency Management Coordination Group (EMCG) is to work collaboratively to combine planning, training and combined exercise opportunities that will foster better working relationships throughout the local emergency management community. The parties desire to more clearly define the purpose and membership of the EMCG to more effectively serve the needs of the participants and the local emergency services community as a whole. As such, they are requesting revisions to the current IGA.

Country Meadows Planned Development Zoning Update
The purpose of this proposed ordinance is to update the Country Meadows Planned Development (PD) zoning by amending the PD to remove the commercial area from the PD. The commercial area within the Country Meadows PD was rezoned to C-Commercial in April of 2018, aligning the permitted uses within the commercial area with the Parker 2035 Master Plan recommendations for Neighborhood Centers. Based upon the April 2018 rezoning, staff recommends the action.

Parker Water Sanitation Easement Agreement - Reata West Filing No. 1
The purpose of this ordinance is to amend an easement agreement between the Town and Parker Water and Sanitation District (PWSD) in order to correct an error in the agreement’s legal description of the easement property located within the Reata West development. The correction will result in a slight reduction in the easement area being granted. No other changes to the easement agreement are proposed with this amendment.

Motions, Contracts, Resolutions, Proclamations, Agreements

Westcreek Metro District Nos. 1 and 2 Senior Capital Pledge Agreements
Per a request by Westcreek Metro Districts No. 1 and 2, Town Council passed a resolution approving a Senior Capital Pledge Agreement and a Termination of Intergovernmental Financing Agreement. This action will allow the Metro Districts to issue bonds that will be used to finance public infrastructure that will benefit both Districts.

Stroh Road Right-of-Way Property Annexation
Town Council passed a resolution setting a public hearing date of April 15 for Town Council to consider the annexation of right-of-way (ROW) property located on the south side of Stroh Road between Crowfoot Valley Road and J. Morgan Boulevard. The ROW needed for the planned widening of Stroh Road in the future. The schedule for widening Stroh Road is dependent upon future budget appropriations but is currently anticipated to occur within the next five years.

Stroh Crossing Filing No. 1 Drainage Easement
Town Council passed a resolution resulting in the acceptance of a drainage easement conveyance from Reata Ridge Realty Partners, LLC. This easement will cover drainage improvements proposed with the Site Plan for Lot 2, Block 10, Stroh Crossing Filing No. 1. Drainage easements are necessary to ensure the long-term operation and maintenance of drainage infrastructure to minimize flooding and protect the quality of stormwater runoff.

Town of Parker Records Retention Schedule Amendment
Last year, the state legislature enacted HB 18-1128, which established specific requirements for the destruction of municipal records containing personal identifying information. The Colorado Municipal Records Retention Schedule (which the Town has adopted with certain exceptions) sets forth appropriate methods of records destruction in Appendix E. However, they do not adequately address the record destruction requirements of HB 18-1128. This resolution passed by Town Council amends the Parker Records Retention Schedule to meet these new requirements.
