2019 Budget Revisions
Budget adjustments for the current year budget are submitted to Council for consideration several times a year. This ordinance that was approved by Town Council covers two categories of adjustments:

* Carryovers, which are the reappropriation of an unspent appropriation from the prior year to the current year.

* Amendments, which consist of additional or new appropriation requests that were not anticipated at the time of the development of the budget.

* The revisions feature supplemental expenditures of $6,494,745, supplemental revenues of $6,439,845 and carryovers of $16,614,879.

Chambers Highpoint Metro Districts Nos. 1 and 2 Consolidated Service Plan Amendment
Chambers Highpoint Metropolitan District Nos. 1 and 2 requested to amend their consolidated service plan so that they are authorized to assess and collect increased development fees. Approved 5-1 (In Favor: Diak, Lewis, Rivero, Toborg, Williams; Opposed: Poage)


Parker Pointe Minor Development Plat and Subdivision Agreement
Town Council approved several items related to the proposed Parker Pointe project located at the southeast corner of Parker Road and Stroh Road, including a minor development plat, subdivision agreement, drainage easement and sewer easement. The minor development plat subdivides the property into 15 lots for future commercial development. Two tracts of land will be dedicated to the Town for use as Open Space.

Compark Village Filing No. 4 Minor Development Plat
Town Council approved a minor development plat for this Compark Village Filing No. 1 property located south of Compark Boulevard and west of Chambers Road. The minor development plat subdivides the property into two buildable lots, a detention pond tract and an unbuildable tract for future development. The applicant has proposed developing the property with up to four commercial/light industrial buildings.

My Mainstreet Project Property Listing Agreement
Town Council approved a broker listing agreement between the Town and NavPoint Real Estate Group, LLC, for the four downtown Town-owned properties that are commonly referred to as the Schoolhouse gym site, PACE Center Lot 2, EastMain and Pine Curve. The brokerage firm will assist the Town with the sale of these parcels, which will result in future development.

First Amendment to Disaster-Emergency Mutual Aid and Resources Assistance IGA
The Town of Parker is party to an intergovernmental agreement with numerous area agencies to provide disaster-emergency mutual aid and resources assistance. The purpose of this Emergency Management Coordination Group (EMCG) is to work collaboratively to combine planning, training and combined exercise opportunities that will foster better working relationships throughout the local emergency management community. The parties desire to more clearly define the purpose and membership of the EMCG to more effectively serve the needs of the participants and the local emergency services community as a whole. As such, they are requesting revisions to the current IGA. This ordinance, which as approved by Town Council, approved those revisions.

Country Meadows Planned Development Zoning Update
Town Council approved an ordinance that updates the Country Meadows Planned Development (PD) zoning by amending the PD to remove the commercial area from the PD. The commercial area within the Country Meadows PD was rezoned to C-Commercial in April of 2018, aligning the permitted uses within the commercial area with the Parker 2035 Master Plan recommendations for Neighborhood Centers.

Parker Water Sanitation Easement Agreement - Reata West Filing No. 1
Town Council approved and ordinance amending an easement agreement between the Town and Parker Water and Sanitation District (PWSD) in order to correct an error in the agreement’s legal description of the easement property located within the Reata West development. The correction results in a slight reduction in the easement area being granted. No other changes to the easement agreement were proposed with the amendment.

CONSENT AGENDA

Motions, Contracts, Resolutions, Proclamations, Agreements

Special Election - High-Speed Internet, Telecommunication and/or Cable TV Services
Town Council passed a resolution calling for a special election for Nov. 5, 2019 that will submit to electors ballot questions concerning the provision of high-speed internet, telecommunication and/or cable television services within the Town and to amend certain sections of the Home Rule Charter. Municipalities have the option to opt out of Colorado Senate Bill 152, which was passed in 2005 and restricts local governments when it comes to establishing their own broadband networks, including inside public buildings. Ordinances proposing ballot questions concerning high-speed internet service at public buildings will be presented for Town Council consideration in April.

Douglas County Coordinated Election
Town Council passed a resolution stating the Town’s intent to participate in the Douglas County Coordinated Election on Nov. 5, 2019. The Town is required to provide notice in this manner in order to participate each year in a coordinated election with Douglas County.

Contracts Over $100,000
Four contracts over $100,000 were approved by Town Council: 

1. A trade contractor agreement in the amount of $1,872,620.02 with Vance Brothers for the 2019 Townwide Slurry/Chip Seal Program. This program will include a chip-seal preservation application on collector streets and a slurry-seal preservation application on residential streets throughout the Town.

2. A professional services agreement in the amount of $184,425.00 with Stanley Consultants, Inc. for the Motsenbocker Road Widening Project. This contract covers construction management and material testing services for the road widening project that is scheduled for this spring/summer

3. A professional services agreement in the amount of $123,145.00 with EST Comprehensive Engineering Services for the Schoolhouse Plaza and Parking Lot Project. This contract covers construction management, inspection and material testing services for this capital improvement project that is scheduled for this spring/summer.

4. A trade contractor agreement in the amount of $127,205.50 with KSI - Kolbe Striping Inc. for the 2019 Townwide Pavement Markings - Long Line Project. This project will update pavement striping lines on Town roadways that require maintenance. Town staff identified those roadway segments that will receive this maintenance.
