Public Hearings

  • 2020 Town Budget Revisions

    Adjustments for the current year’s budget are submitted to Town Council for consideration several times a year. This submission, approved by Town Council, included revisions to the following funds: General Fund, Parks and Recreation, Cultural, Recreation, Public Improvements, Stormwater, Fleet Services, Information Technology and Facility Services.

  • Cherry Creek at KOA Property Drainage and Flood Control Improvements IGA Amendment
    Town Council passed this ordinance adding an amendment to the existing intergovernmental agreement (IGA) between the Town, Mile High Flood District (MHFD) and the Cherry Creek Basin Water Quality Authority (CCBWQA) for the Cherry Creek at KOA Property Drainage Project. The amendment includes additional funding for the complete construction of Reach C of the project, which is located between the McCabe Meadows trailhead and the KOA Tower property. This IGA was originally executed in 2017 to cover design costs and was amended once that same year to provide additional funding towards the construction. This amendment is anticipated to contribute all remaining funding needed for Reach C of the project.

  • Emergency Ordinance - Emergency Meetings
    The Town’s Municipal Code authorizes Town Council to conduct meetings by telephone, electronically or by other means of communication when meeting in person is not prudent due to a health pandemic or other extraordinary emergencies affecting the Town, as is the case with the current COVID-19 pandemic. Town Council passed this emergency ordinance that will extend this authority to the Planning Commission and the Special Licensing Authority.

  • Local Disaster Emergency Declaration
    In response to the COVID-19 pandemic, the Town Administrator issued an order on March 13, 2020 declaring a local disaster emergency in and for the Town of Parker, as allowed by the Parker Municipal Code. The effect of declaring a local disaster emergency is to activate the local and interjurisdictional disaster emergency plans and authorize the furnishing of aid and assistance under those plans. Town Council approved this resolution expressing its support and consent to that order. This resolution also provides the support and consent of Town Council to the extension of the order beyond seven days, at the discretion of the Town Administrator.

Ordinances - To Be Continued to April 6

  • Brandy Gulch Drainage and Flood Control Improvements Intergovernmental Agreement (IGA)
    This proposed ordinance would result in the approval of an intergovernmental agreement (IGA) between the Town and Mile High Flood District (MHFD) to provide developer funds to MHFD for the required improvements to Brandy Gulch in the Lemon Gulch drainageway system located in the new Looking Glass residential development. The developer will be required to pay to the Town the full cost to construct these improvements in the upcoming subdivision agreements for the Looking Glass development, and this IGA proposes to pass these funds through to MHFD to allow the District to bid and construct the improvements. This arrangement benefits both the Town and MHFD by providing increased control over the project and the selection of the engineer and contractor.

  • Prairie Dog Management

    Town Council has been considering policy alternatives to address wildlife management dating to mid-2019. This proposed Parker Municipal Code amendment will provide additional guidance and standards about the management of prairie dogs in connection with applications for development. The ordinance will encourage applicants to relocate prairie dogs and partner with non-profit conservation and public interest groups for their removal. It will require the use of humane means of extermination if relocation is infeasible or prohibited.

Motions, Contracts, Resolutions, Proclamations, Agreements

  • Transit Shelter Agreement - Fourth Amendment
    The Town has had a longstanding partnership with Outdoor Promotions, LLC, to handle construction and maintenance of transit shelters at designated bus stop locations throughout the Parker community. This agreement has featured the successful management of 21 existing transit shelters in the Town. Town Council approved this item for an extension to the agreement through May 31, 2020 to allow the completion of negotiations on a new contract that would extend this partnership with Outdoor Promotions.

  • Contracts Over $100,000
    One contract over the amount of $100,000 was awarded by Town Council:
    A trade contractor agreement with American Striping Company for the 2020 Townwide Pavement Markings - Long Line Project in the amount of $140,100. The Town of Parker needs to maintain and enhance its roadway pavement markings through annual maintenance projects. Staff identified the roadway segments that required this maintenance for 2020 and estimated approximately 1,700 gallons of paint will be needed.
