Public Hearings


2023 Annual Budget
Town Council approved the Town of Parker’s 2023 Annual Budget on second reading. Internal work on the 2023 budget began in mid-July. In the General Fund, which is the main operational fund of the Town, operating expense growth is 15 percent due to continued recovery to pre-Covid levels and the impacts of inflation on Town purchases. Eight additional full-time employees are proposed to be added to the General Fund, with five of those positions in the Police Department, two in Parks and one in Public Works. An additional position would also be added to the Parks and Recreation Department.

2022 Annual Budget Revisions
Town Council approved via ordinance revisions to the Town of Parker’s 2022 Annual Budget. Supplemental expenditures total $13,280,835 and revenues total $16,679,835 for a net revision of (-)$3,399,000.

Looking Glass School Site Relocation 
Town Council approved four items related to the Looking Glass Planned Development (PD) to relocate a planned elementary school site on Spirit Trail Parkway west of Chambers Road further west on Spirit Trail Parkway. This approval will provide the Douglas County School District (DCSD) with a better site for the future development of a school and provide the Town with a larger community park in a future development phase. To support these changes, the relocation of residential units to other planning areas within Looking Glass was approved, in addition to minor revisions to the planning area boundaries.

Looking Glass Segment 2A Sketch and Preliminary Plan 
Town Council approved the sketch and preliminary plan for the mixed-use development of Looking Glass Segment 2A, which is part of the Hess Ranch Planned Development. The proposed development consists of 658 lots for single-family residential homes, 24 acres of land for commercial use, 31.5 acres of parks and approximately 53.5 acres of open space. The subject property is located west/southwest of the intersection of Stroh Road and Crowfoot Valley Road and is immediately west of Looking Glass Segment 1, which is under construction along the west side of Crowfoot Valley Road between Stroh Road in the north and Chambers Road in the south.

Looking Glass Segment 1, Filing 8 Sketch and Preliminary Plan 
Town Council approved the sketch and preliminary plan for a residential development in the Looking Glass Segment 1, Filing 8 section of the Hess Ranch Planned Development featuring 106 residential lots for attached single-family (paired homes) with 11 tracts for landscaping, parks and open space. The subject property is located at the southeastern corner of the intersection of Stroh Road and Spirit Trail Boulevard.

Ordinances


2022 Property Tax Mill Levy Certification
The Town of Parker approved an ordinance certifying a 2022 property tax mill levy of 2.602 mills. The Town is required to certify a mill levy to Douglas County prior to Dec. 15, 2022 in order to collect property taxes for the 2023 budget year. The approved mill levy figure is the same as the prior year. The voters exempted Town revenues from the TABOR amendment, so the restriction to an increase of the local growth factor plus inflation does not apply. The Town cannot increase the mill levy without a vote of the citizens. The owner of a home valued at $500,000 would pay $90 per year in property taxes to the Town of Parker in 2023.

Parker Water and Sanitation Easement Amendment
Town Council approved an ordinance amending an easement granted by the Town to Parker Water and Sanitation District (PWSD) over a portion of Tract B, Mountain View Senior Center Filing No. 1, Minor Development. This easement was previously heard and approved by the Town Council on June 6, 2022, however, the easement agreement provided by PWSD was subsequently discovered to be inadequate for their needs. The original agreement allowed for water infrastructure to be located within the easement, but PWSD has requested that sanitary sewer infrastructure be permitted within the easement instead. That was the only requested change to the easement agreement.

North Parker Road Operational Improvements - Water Quality Facility Agreement
Town Council approved an ordinance to enter the Town into an intergovernmental agreement (IGA) with the Colorado Department of Transportation (CDOT) to codify responsibility for operation and maintenance of a water quality facility that will be constructed by the Town with the upcoming North Parker Road Operational Improvements Project. This project is nearing completion of the design and approval by CDOT to advertise the plans. One of CDOT’s remaining requirements is related to a water quality device that is required to treat stormwater runoff from new pavement that the project will add to Parker Road. In accordance with regulations for the Cherry Creek Basin, a stormwater treatment manhole will be constructed to provide water quality treatment for runoff from new pavement. CDOT’s policy is that, for local agency projects such as this one, the local agency is required to assume responsibility for maintenance and operation of the water quality facilities. This IGA codifies this requirement.

Retail Delivery Fees and Carryout Bag Fees Sales Tax Exemption
During the 2021 legislative session, the Colorado legislature passed a bill that imposes a $0.10 fee on each single-use carry-out bag provided to consumers beginning on Jan. 1, 2023. Additionally, the legislature passed another bill that imposes a $0.27 fee on purchases of tangible personal property delivered to consumers in a motor vehicle beginning on July 1, 2022. Town Council approved this ordinance to exempt these fees from the Town’s 3% sales and use tax; both of the fees would have been subject to this tax without the exemption.

Resolutions


Parks, Recreation and Open Space Advisory Commission Appointments 
Town Council passed a resolution appointing members to the Parks, Recreation and Open Space Advisory Commission, as well as a commission Chair. Seven members were selected, six from within the Parker Town boundary and one from outside the Town boundary with an 80134 zip code. The Commission members appointed to their initial staggered terms included: 

  • Three-year term: Heather Bennett, Matthew Lunn, Jody Walker
  • Two-year term: Toby Levy, Candace Sotwick
  • One-year term: Andrei Teudean and Austin Craddock
  • Chairperson: Heather Bennett

Emergency Communications Specialists
Town Council passed a resolution designating the Town of Parker’s Emergency Communications Specialists as First Responders. The State of Colorado recognizes the critical role that emergency dispatchers play in saving lives and has enacted legislation to bolster the profession. In 2020, SB20-026 focused on reclassifying emergency dispatchers to designate them as first responders, thus improving workers’ compensation benefits for mental health care resulting from “psychologically traumatic events.”

Contracts


Contracts Over $500,000
Town Council awarded two contracts over the amount of $500,000: 

  1. A trade contractor agreement with Interface Communications Company in the amount of $932,988.20 for the combined Jordan Road/Parkerhouse Road traffic signal and Chambers Road/Red Sky Drive traffic signal project. The project consists of the installation of a mast arm traffic signal at the Jordan Road/Parkerhouse Road intersection and the Chambers Road/Red Sky Drive intersection.
  2. A trade contractor agreement with Jalisco International in the amount of $2,072,720.17 for the Mainstreet North Sidewalk Improvements project. The project consists of improvements  to the sidewalks along the north side of Mainstreet between Victorian Drive and PACE Center Drive. Construction is tentatively scheduled to begin in early 2023 and completion is scheduled for Sept. 30, 2023.

Peakview Center Drainage Easement Conveyance Acceptance
Town Council passed a resolution accepting the conveyance of a drainage easement for a portion of Lot 4A-1, Peakview Center, Third Amendment, to allow for the construction of storm drainage infrastructure proposed with the Town’s North Parker Road Operational Improvements project

Dec. 19 Meeting Cancelation
Town Council approved a motion to cancel the Dec. 19, 2022 Town Council Meeting. The Dec. 19 meeting was previously scheduled to allow for a possible recount of votes for the 2022 Council Candidate Election if a recount was required or requested. The election results did not meet the requirement for an automatic recount and no request for a recount has been received. The newly elected Councilmembers will be officially sworn into office during the Dec. 12 Town Council Meeting.

Contracts Over $100,000
Town Council awarded five contracts over the amount of $100,000: 

  1. A first amendment to the professional services agreement with Lasso Digital, the media agency of record for Parker Arts. This will be the first option year of Parker Arts’ Marketing and Media Services contract, which began in January 2022. The total budget impact of this contract for FY2023 will not exceed $270,000.
  2. An amendment to a previously approved contract with Ken Garff Ford for 2022 Fleet Replacement services. The amendment included an increase of $28,168 to the previously proposed purchase price for six vehicles scheduled for replacement in 2022.
  3. A professional services agreement with RS&H in the amount of $151,939.50 for final design of the Pine Drive/Sulphur Gulch Bridge Rehabilitation project. While the Pine Drive bridge was constructed nearly 20 years ago, programmed maintenance (rehabilitation) is necessary to prolong the life of any bridge.
  4. A professional services agreement with Kimley-Horn in the amount of $105,153 for final design of the Hilltop Road/Canterberry Parkway Area Improvements project. In addition to improvements to the Hilltop Road/Canterberry Parkway intersection, this project will also include the Hilltop Road and Legend High School access to the east, as well as the addition of a water quality detention pond to the west of Tallman Meadow Park.
  5. A professional services agreement with Stanley Consultants, Inc., in the amount of $270,852 for final design, advertisement documents, bidding assistance and design services during construction of the Parker Road sidewalk (east side) from Sulphur Gulch to Solar Circle. This multi-use trail/sidewalk is proposed for the east side of Parker Road between the existing Sulphur Gulch Regional Trail and the existing Parker Road sidewalk/trail south of Parker Square Drive.
