Public Hearings - Continued to a Later Date
Pope Property Annexation
The property owner of a 38-acre enclave parcel that fronts Twenty Mile Road known as the Pope property has submitted an Annexation Petition to the Town. The applicant is proposing to divide the property into three sections with different zoning. The western section of the property along Cherry Creek consisting of approximately 9.2 acres would be zoned Open Space and dedicated to the Town. The central section of the property consisting of approximately 17.5 acres would be zoned Agricultural and will allow the applicant to continue those “agritainment” uses currently taking place. The remaining section to the east of the future Dransfeldt Road extension and consisting of approximately 11.9 acres would be zoned Greater Downtown District - Market Center and permit future commercial use. Town Council voted to continue this item to its May 1, 2023 meeting.

Gladys O’Brien House Minor Development Plat
The applicant, the Parker Authority for Reinvestment (P3), is proposing a Minor Development Plat (MDP) for a .40-acre parcel located at 11017 South Pikes Peak Drive in the downtown area. The proposed MDP would address the issue that the subject property is unplatted and create a legal lot of record as is required by Municipal Code. Town Council voted to continue this item to its March 6, 2023 meeting.

Daisy Rowley House Minor Development Plat
Town Council approved a Minor Development Plat (MDP) for two properties located at 10952 South Pikes Peak Drive and 10962 South Pikes Peak Drive in the downtown area. The MDPs create two platted lots of .27 acres and .26 acres with no change in the location of existing property lines. This request was made by the Parker Authority for Reinvestment (P3) in order to plat the previously unplatted parcels to establish them as legal lots of record as is required by the Municipal Code.

The Exchange Building Minor Development Plat
Town Council approved a Minor Development Plat (MDP) for the Exchange Building, a 0.69-acre parcel located at 19501 E. Mainstreet in the downtown area. This request was made by the Parker Authority for Reinvestment (P3) in order to plat the previously unplatted parcel to establish it as a legal lot of record as is required by the Municipal Code.

Compark Village South Tract A - Sketch and Preliminary Plan
Town Council approved Sketch and Preliminary Plan applications for Compark Village South Tract A, a property in the Compark Village Planned Development (PD), that will create 33 lots for future single-family residential development with a neighborhood park of 1.24 acres and open space of 1.28 acres. The development is a phase of the greater Compark Village South PD and is supported by planned infrastructure that is under construction including roads, drainage and trails. The approval of the Sketch and Preliminary Plan applications is an important step in the approval/entitlement process but does not officially create lots, tracts and associated improvements. Instead, the approval of the applications will enable the applicant to proceed to the Final Plat stage of the process and design a Final Plat consistent with the approved Sketch and Preliminary Plans. The Final Plat will create the planned residential lots, park and open space tracts and associated improvements when approved and recorded with Douglas County.

Contracts Over $500,000
Town Council awarded two contracts over the amount of $500,000:
1. A contract with Felsburg Holt & Ullevig in the amount of $1,742,170 for final design services for the Lincoln Avenue Widening Project (Keystone Boulevard to Parker Road). Final design efforts for this project generally include finalizing the roadway design, bridge designs, drainage design, environmental clearances, utility coordination, landowner coordination, erosion control, traffic control and construction phasing. Construction is tentatively scheduled for 2024/2025.
2. A contract with RS&H in the amount of $133,352 (addition to original contract amount of $941,013) for final design services for the Dransfeldt Road Extension Project (Twenty Mile Road to Motsenbocker Road). The final design phase for this project includes advancing the design of the roadway, bridge, drainage design, utility coordination, landowner coordination, erosion control and phasing. This contract modification is for the design of relocating Parker Water & Sanitation District waterlines and additional utility location testholes required under the Colorado subsurface utility engineering (SUE) law. The final design contract amount will increase by $133,352 for a revised contract amount of $1,074,365 for these additional services.

Tract Q - Annexation and Zoning
The Town plans to annex and zone the subject property, known as Tract Q, for future open space use. These two proposed ordinances are necessary to complete the annexation and zoning. The Town acquired the subject property from Shea Homes, L.P. in April 2022 for future open space use. The property has a total area of 20.25 acres and is located at the southeastern corner of the intersection of Mainstreet and Chambers Road at a major gateway into Parker from the west. The Town plans to extend the Newlin Gulch Trail through Tract Q and will preserve the balance as open space. To accomplish this, the Town must annex the property and zone it with an OS - Open Space designation.

Stroh Gulch/Oak Gulch Improvements Intergovernmental Agreement
This proposed ordinance would amend an intergovernmental agreement (IGA) between the Town and the Mile High Flood District (MHFD) regarding improvements to Stroh Gulch and Oak Gulch at the proposed Tanterra development. The amendment codifies the construction costs for the developer-funded improvements that will be constructed by MHFD at no cost to the Town. The developer funding for the fee-in-lieu improvements will be codified and collected by the Town through the Subdivision Agreement for the Tanterra development. This amendment to the IGA finalizes the construction costs for Stroh Gulch, and adds the construction costs for Oak Gulch.

Westcreek Planned Development Guide Amendments
The applicant, Masterworks LLC, has submitted a rezoning application to amend the Westcreek Planned Development (PD) zoning to allow drive-through restaurant uses and update and improve the text including development standards in the PD.

Parker and Pine Mixed Use Development Planned Development Guide Amendments
The applicant, Galloway Engineering, has submitted a rezoning application to amend the Parker and Pine Mixed-Use Planned Developed (PD) zoning to reduce the minimum required commercial retail space and relocate a fast-food restaurant with drive-through from interior Lot 5, where it is currently permitted, to corner Lot 1, where it is not currently permitted.

Grant Agreement Approval - Therapeutic Recreation Scholarships
The Parks and Recreation Department is seeking approval of a Grant Agreement for Therapeutic Recreation Programs (scholarships) between the Town of Parker and the Board of County Commissioners of Douglas County for the Developmental Disabilities Mill Levy Grant Program.

The Parks and Recreation Department is seeking approval of a Grant Agreement for Adaptive Water Safety and Swim Lessons between the Town of Parker and the Board of County Commissioners of Douglas County for the Developmental Disabilities Mill Levy Grant Program.

Salisbury Park Sewer Line Easement
This ordinance proposes to dedicate an easement to Parker Water and Sanitation District (PWSD) over a portion of Salisbury Park to accommodate the construction of a new sanitary sewer line. PWSD is planning to construct a filtration annex building adjacent to its existing regional well house in the eastern portion of Salisbury Park. This is proposed in order to improve drinking water quality for the community through the use of gravity filters that will physically remove iron and manganese from the existing water sources. This building is currently in review through a Site Plan process and will come before the Town Council in the near future. As part of this project, PWSD will need to relocate several existing raw waterlines in the area and construct a new sanitary sewer line that will carry water used to periodically clean the filters.

Greater Parker Foundation Donations
Town Council approved a resolution formalizing the Town’s acceptance of donations that were given to the Town for the year 2022. Donations raised through the Greater Parker Foundation are transferred to the Town of Parker as they are received and used by the Town for the specific purpose of the donation.

Contracts Over $100,000
Town Council awarded two contracts over the amount of $100,000:
1. A contract with Traffic Signal Controls, Inc. in the amount of $223,040 for the procurement of 11 traffic control cabinets. Six cabinets will be used for capital improvement projects, three will be used to replace end-of-service-life cabinets plus flashing yellow arrow conversions, and two will be used for knockdown stock in case of emergency replacement.
2. A contract with Felsburg Holt & Ullevig, Inc. in the amount of $43,7100 for additional design services for advertisement and construction of the Parker Road North Improvements Project. The Town is nearing completion of the design phase for the North Parker Road Operational Improvements between Lincoln Avenue and E-470 and is working towards advertising the project for construction. This approved amendment to the existing contract brings the full not-to-exceed amount to $129,186. This sum can be accommodated in the project funds appropriated by the Town Council in the 2023 budget.
